SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 INTRODUCTION During the recent years there’s been major changes and evolution both in training standards and classification of met personnel: From wmo 258 to wmo 1083 From 4 classes (class i to iv) to 2 classes Technician and meteorologist (BIP-TM & BIP-M)

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 INTRODUCTION In the specific field of aviation we have two type of personnel: AMF & AMO In order to carry out the tasks corresponding to each category, the aviation personnel must demonstrate that they have the required qualification and competency (ies).

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 INTRODUCTION These requirements became compulsory in regard of the Technical regulation wmo 49 vol. i and their entry in force since 01st 2016. But one shall obviously ask what are the discrepancies between qualification and competency.

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Qualification and competency Qualification acquired in formal education and training link to staff categories and renumeration scales. Successful completion of bip-m and bip- tm leads to acquisition of qualification

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Qualification and competency Competency simply means the ability to do the job to the required/defined performances level. The required competencies are closely related to job descriptions and assigned duties for operational positions.
9
SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Qualification and competency all aeronautical meteorological air navigation service providers, must be able to demonstrate that their AMF and AMO, for their designated area and airspace of responsibility, can do the job to a performance level that can be mapped through to the top level AMP competency Standards.

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Competencies in aviation meteorology 5 competencies for amf ANALYSE AND MONITOR CONTINUOUSLY THE WEATHER SITUATION FORECAST AERONAUTICAL METEOROLOGICAL PHENOMENA AND PARAMETERS WARN OF HAZARDOUS PHENOMENA ENSURE THE QUALITY OF METEOROLOGICAL INFORMATION AND SERVICES COMMUNICATE METEOROLOGICAL INFORMATION TO INTERNAL AND EXTERNAL USERS

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Competencies in aviation meteorology 4 competencies for amo MONITOR CONTINUOUSLY THE WEATHER SITUATION OBSERVE AND RECORD AERONAUTICAL METEOROLOGICAL PHENOMENA AND PARAMETERS ENSURE THE QUALITY OF THE PERFORMANCE OF SYSTEMS AND OF METEOROLOGICAL INFORMATION COMMUNICATE METEOROLOGICAL INFORMATION TO INTERNAL AND EXTERNAL USERS

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Assessment of Competencies in aviation meteorology ICAO audits will be looking for: The local adaptation of the top level AMP competencies specified by WMO and how these map through to the top level competency Standards; 2) Detailed lists of which AMF and AMO are assigned to which tasks, and for AMF, what their underpinning meteorological qualifications are, and records of when and where they were last assessed for competency and by what methods; 3) What remedial actions are being taken to remedy any deficiencies identified; 4) Sound reasoning for the competency assessment methods chosen (seven steps as best pratices developed by wmo/caem in cooperation with aem division and etr department).

Assessment of Competencies in aviation meteorology
SYMET-XIII, BARBADOS-Bridgetown 30th to 02nd Oct, 2017 Assessment of Competencies in aviation meteorology IN RELATION TO THE ABOVE POINT 2, THESE ARE THE GUIDELINES ABOUT THE QUALIFICATIONS OF THE AMF

SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Assessment of Competencies in aviation meteorology The compliance of this flow chart gives a major role to be played by the wmo rtc. The curriculum implemented must be according to the requirements of wmo (bip-m and bip-tm).
15
SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Assessment of Competencies in aviation meteorology The playing of this role rises some questions: Do we have a common understanding of the new classification? The appellation ‘’meteorologist’’ includes AMF, master degree and phd (too much for one)
16
SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 Assessment of Competencies in aviation meteorology What is the diploma after a successful completion of bip-m and bip-tm? Why not have a common and unique degree obtained after a bip-m or bip-tm? For the content of the bip-m and bip-tm is the same wherever you are.
17
SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 conclusion In aviation meteorology: Qualifiaction is related to the compliance of wmo 1083 vol I, whilst the competencies are related to the competencies toolkit definied by caem and endorsed by the wmo congress
18
SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 conclusion In aviation meteorology: Compulsory to demonstrate that the amf and amo have the required competencies before keeping an operational position. The aviation met services providers must carry out timely assessment of competencies of amf and amo.
19
SYMET-XIII, BARBADOS-Bridgetown
30th to 02nd Oct, 2017 conclusion In aviation meteorology: The wmo rtc plays major role in acquisition process of qualification according to wmo 1083 Have we a common and unique understanding of the bip-m and bip-tm? Sufficient communication actions must be taken by wmo (maybe on the ground)
