During the recent years there’s been major changes and evolution both in training standards and classification of met personnel:
From wmo 258 to wmo 1083
From 4 classes (class i to iv) to 2 classes
Technician and meteorologist (BIP-TM & BIP-M)

INTRODUCTION
In the specific field of aviation we have two type of personnel:
AMF & AMO
In order to carry out the tasks corresponding to each category, the aviation personnel must demonstrate that they have the required qualification and competency (ies).

These requirements became compulsory in regard of the Technical regulation wmo 49 vol. i and their entry in force since 01st 2016.
But one shall obviously ask what are the discrepancies between qualification and competency.

Competency simply means the ability to do the job to the required/defined performances level.
The required competencies are closely related to job descriptions and assigned duties for operational positions.

ICAO audits will be looking for:
The local adaptation of the top level AMP competencies specified by WMO and how these map through to the top level competency Standards;
2) Detailed lists of which AMF and AMO are assigned to which tasks, and for AMF, what their underpinning meteorological qualifications are, and records of when and where they were last assessed for competency and by what methods;
3) What remedial actions are being taken to remedy any deficiencies identified;
4) Sound reasoning for the competency assessment methods chosen (seven steps as best pratices developed by wmo/caem in cooperation with aem division and etr department).

The curriculum implemented must be according to the requirements of wmo (bip-m and bip-tm).

The appellation ‘’meteorologist’’ includes AMF, master degree and phd (too much for one)

Why not have a common and unique degree obtained after a bip-m or bip-tm? For the content of the bip-m and bip-tm is the same wherever you are.
