2 REPORTING A ROAD CRASH AND ROAD CRASH INJURIES
There are many reasons to report a road crash when it happens. This Safe Road Use Activity – Event in the Box, is designed to provide you with an understanding of: Why reporting is important and how you benefit from reporting What your obligations are as a UNHCR staff member in regards to crash reporting What steps to take and how to report a road crash and road crash injuries at UNHCR

3 WHAT IS A ROAD CRASH? … when a vehicle that is moving along a roadway collides with another vehicle or object, including a pedestrian or cyclist. UNHCR is interested in any crash involving a UNHCR vehicle or staff member, whether as a driver, a passenger, pedestrian or cyclist

4 WHY REPORT A ROAD CRASH? Staff Obligation Reduce Future Risks
All vehicle-related incidents and crashes must be reported, even if no-one is injured or the damage to the vehicle appears to be minor. This also includes the crashes that happen to UNHCR vehicles used by Partners under the Right of Use agreement. Reduce Future Risks Unrepaired vehicles present a risk to staff. Even damage that seems minor can lead to increased risks. It is possible that a problem with the vehicle could develop later as a result of the incident. Timely reporting will ensure that any damage is covered under UNHCR’s insurance scheme. This includes vehicles on loan to partners under a Right of Use (RoU) agreement, regardless of severity. 5 THE BENEFITS OF REPORTING
Road crashes are the leading cause of accidental death and injury to UN staff worldwide We can arrange appropriate medical and physiological support for staff involved Reporting will help UNHCR understand the main risks and problems and allocate resources to preventing the highest risks. Timely reporting means that under the GFM Vehicle Insurance operations will not face the financial burden of repairing or replacing vehicles or making third party liability settlements Road traffic incidents are the leading cause of accidental death and injury to UN staff worldwide Our ambition is for a ‘vision zero’, where no one is killed or injured in, or by, a UNHCR vehicle A key objective is to increase awareness amongst our staff and the local communities we work with about the risks on the roads But sometimes incidents do happen; many more go unreported It is therefore imperative that in taking simple steps for safe road use, we also make it simpler to understand the true volume and nature of incidents, because:

6 WHO AT UNHCR NEEDS TO BE INFORMED WHEN A ROAD CRASH HAPPENS?
All crashes, involving UNHCR vehicles, regardless of severity UNHCR Global Vehicle Insurance All vehicle incidents impacting staff and their dependents including road crashes Field Security Service (FSS) When a staff member sustains an injury or suffers an illness or looses his / her life as a result of a vehicle crash Medical Services (DHRM)

7 ALWAYS REPORT All crashes involving UNHCR staff must be reported to FSS and UNDSS as quickly as possible so that the necessary support can be provided All crashes involving UNHCR vehicles must be reported within 72 hours to All crash related illness, injury or death of UNHCR staff must be reported to the medical section within 1 year of the event. This also applies to crashes resulting in damage, loss or theft of UNHCR vehicles, or where the vehicle does not belong to UNHCR but UNHCR staff members are involved These rules also apply even if the vehicle does not belong to UNHCR, but UNHCR staff members are involved

8 APPENDIX D – SERVICE INCURRED COMPENSATION
Appendix D to the Staff Rules covers staff members for work related death, injury or illness attributable to the performance of official duties on behalf of the United Nations. Depending on the nature of the clinical elements and circumstances, staff members may be entitled to receive reimbursement of medical expenses. In cases where a permanent loss of function is involved, staff members may be entitled to compensation. All rules and entitlements can be found in the consolidated text of the Appendix D to the UN Staff Rules. 9 APPENDIX D – SERVICE INCURRED COMPENSATION
Claim quickly - All claims are time bound (1 year for the time of the injury/ illness/death) Why claim - The condition of the injury/ illness may deteriorate after the claims window is closed. Recuperation may be drawn out and expensive. 10 WHAT TO DO IF YOU ARE INVOLVED IN A ROAD TRAFFIC CRASH
Follow security standard operating procedures for your duty station Note to facilitator – please include information for your duty station here Also refer to the UNHCR incident card At the outset if you are involved in a road crash you are going to be dealing with the crash at the scene, getting medical assistance removing the vehicle. obtaining details of witnesses etc. reporting by phone radio etc. g the scene to security/ head of office etc, photographing the scene In a second stage you will be reporting the incident using the appropriate UNHCR forms Be familiar with and follow the standard operating procedure in place for your duty station If safe to do so, administer first aid to any injured persons and take steps for their treatment (call for ambulance) if necessary Report the incident immediately to police or local authorities if appropriate Describe the details of the incident on the Vehicle Accident Report Form Record on the GS-46 the names, addresses and telephone numbers of all concerned: Passengers; Witnesses; Injured persons Names; Addresses; Telephone numbers; Drivers’ license numbers
