This course is an important component of the training for Small Business Professionals; e.g., it Explains the importance of subcontracting opportunities to the Department of Defense (DoD) in maximizing small business participation Allows students to practice and apply foundational knowledge of subcontracting Allows students to get answers to their questions about subcontracting Helps students to expand their network of colleagues to contact for assistance, as needed

Course Guidelines Attendance: Attend all five days of the course, unless otherwise approved by the instructor. Non-attribution: Respect one another’s confidentiality. Academic integrity: Do your own work. Electronic devices: Please turn off all electronic devices that may interfere with or interrupt the course. In order for everyone to get the most out of this class, it’s important that we have a set of ground rules to guide how we interact. The Defense Acquisition University (DAU) developed this set of guidelines to make a class successful. Attendance: Students must attend all five days of the course. Absences, not to exceed two hours, must be approved in advance by the instructor. Non-attribution: This course is intended to be a safe learning environment, so please respect one another’s confidentiality and do not attribute comments to your fellow students outside of class. Academic Integrity: Students are expected to do their own work. Electronic devices: Stay focused during the class. Please turn off all electronic devices that may interfere with or interrupt the course. You can check and texts during the breaks.

Performance Rubrics All materials are on Blackboard. You will use the provided laptops during the course to work on the activities. You should not use these laptops for any other type of work or communication.

Getting Credit for the Course
Activity 3.1 Individual Activity 10 points 20 multiple-choice questions Activity 5.4 Team Activity 10 points Final Exam 20 points You get credit for the course by earning points for completion of two graded assignments and a final exam: Individual Activity: Students will be graded individually on subcontracting objectives they develop from market research in Activity 3.1; they can earn up to 10 points. Team Activity: Students will receive a team grade on an evaluation of two Small Business Participation Commitment Documents (SBPCDs) in Activity 5.4; they can earn up to 10 points. Final Exam: Students can earn a point for each question they answer correctly on a 20-point scenario-based multiple-choice exam. To get credit for completing the course, you must earn at least 32 out of the 40 possible points. Passing = 32 of 40 points

Performance Rubrics Each activity in this course includes a rubric that identifies the key behaviors to be developed and demonstrated during the activity. You are encouraged to use these rubrics to assess your own performance and to provide feedback to your peers. These rubrics are for developmental purposes only and will not be used for assessment. They indicate the desired behaviors for each activity.

Class ends each day at 5:00 p.m. Each day, the lunch break will be one hour starting approximately at noon. You can get lunch at local-area restaurants. In addition, short breaks will be provided every couple of hours. Specific break times are identified in the timetable for each lesson. The instructor may change break times based on classroom pacing.

Lesson 2: Summarize opportunities and requirements to maximize small business participation through subcontracting. Lesson 3: During the Pre-Solicitation phase of an acquisition, advise the acquisition team in pursuing a subcontracting strategy that maximizes small business participation. Lesson 4: Differentiate between assessing small business subcontracting plans and evaluating small business participation.

Lesson 5: During the Solicitation and Award phase of an acquisition, assist the acquisition team in clearly describing subcontracting requirements of the solicitation, evaluating small business participation and past performance, assessing small business subcontracting plans, and negotiating any subcontracting issues with offerors. Lesson 6: During the Post-Award phase of an acquisition, support the Contracting Officer in monitoring compliance with subcontracting requirements.
