7 Pilot test on PEF This initiative proposes a testing phase during which stakeholders together with the Commission will assess the effectiveness of the methods proposed in 2013/179/EU (Product Environmental Footprint, PEF and Organisation Environmental Footprint, OEF) and the feasibility of using them throughout the Single Market. The results of the testing phase will be subject to an independent peer review process. If the test phase is successful, the Commission will consult further with stakeholders on how best to secure the benefits of this initiative.

Green lamp from the Mid-term Conference (Nov. 3 and 4) Strong effort in harmonisation of methodological aspects Outlook: Two possible scenarios PEF/OEF will be agreed as the methods for ALL environmental assessment and communication of products and organisation, with a development of a mixture of voluntary (i.d.: product label) and mandatory (CE mark) on supply side and demand side (GPP). Opposition from some member states: PEF/OEF will not be integrated into product policy. In any case, the methodology harmonisation achieved will remain and be used, for example, in developing GPP criteria.

9 Circular Economy Action Plan
The Commission will take action on Green Public Procurement (GPP), by: emphasising circular economy aspects in new or revised criteria, supporting higher uptake of GPP, and leading by example in Commission procurement and EU funds

10 In Italy: new law in final discussion phase
Promotion of EMAS, ISO14001 and ecolabel (Clause 16 and 17). GPP will become mandatory for at least 50% of the value (clause 18 and 19). Establishment of the National product environmental footprint assessment and communication voluntary scheme, Made Green in Italy, based on the European PEF methodology. It will be used in GPP (Clause 21). Program agreements and incentives for fostering the trading and purchasing of products made from post consumer materials and/or material derived from complex product disassembled. (Clause 23).
