Failure would make 2nd commitment period meaningless
Only allow Parties in 2nd commitment period to use flexibility mechanisms: Joint Implementation, Emissions Trading and CDM

Therefore: AWG-LCA should be formally concluded in Doha
Avoid duplication of work of other bodies
Avoid deliberation of which bodies should be addressing issues
Limited time and capacity to be spread over multiple bodies

7. The Durban Platform for Enhanced Action (ADP)
Continue process initiated in Bangkok
Two Workstreams meeting in two Working Groups
Workstream 1: Vision for the 2015 Agreement
Workstream 2: Workplan on Enhancing Mitigation Ambition
Do not renegotiate Convention!
Establish timelines including deliverables and stocktaking
Promotes continuity as co-chairs rotate
Honour Bonn agreement on composition of ADP Bureau
