Two or more local groups in close proximity with each other or within a certain region working together to organize events

How do you assign the important positions (HOC, finances, fundraising, transport)? How do you organize the OC meetings? How do you keep OC’s in other cities motivated? How do you ensure good knowledge management? How do you distribute financial responsibilities and losses?
