3 Policy Formulation Enriching of processes of development of CAADP/ National Agriculture Action Plans through active participation: 1. Policy Dialogue processes 2. Relevant Strategic meetings 3. Advisory Services through policy briefs and policy papers 4. Constructive Analysis of Government Documents 5. Background research on topical issues Influencing for concerns of NSA actors to be taken in to account in policy processes: Private Sector – Profit Motive Farmer Groups – Livelihoods Security Civil Society – Responsive Policy Change

4 Policy Implementation
Roles of NSA Awareness Creation/ Sensitization of general public (information materials, position papers, workshops/ seminars) 2. Knowledge Generation and sharing of best practices (unpacking and repackaging research findings and carrying out its own action oriented research) 3. Capacity development for farmers in research so that they are no longer taken as research subjects but determine the areas of research; ability to use research findings in agriculture, 4. Engaging with critical stakeholders to continuously shape the process (Governments, Donors, RECs, IGOs) 5. Monitoring and evaluation support: production of shadow reports at national levels

5 Never forget! But NSA must never forget that it is the primary role of government to formulate and implement policy. The role of NSA consists of enriching the policy process from its exit points (where policy implementation stops) Advocacy to boost outcomes of implementation 2. Maximize opportunity and space provided to put issues on the agenda of government (organize ad mobilize for concrete action 3. NSA must also be accountable to themselves and other actors on the basis of its roles in the process (Principles of Mutual Accountability) 4. Always approach government with concrete and compelling facts 5. Don’t be compromised but don’t be confrontational either
