TO BRIEF THE PORTFOLIO COMMITTEE ON SAFETY AND SECURITY ON THE SECRETARIAT ANNUAL PLAN FOR THE PERIOD TO CONTEXTUALISE CIVILIAN OVERSIGHT IN A DEVELOPMENTAL STATE AND PROJECT INTO THE SECOND DECADE TO ENHANCE ALIGNMENT OF THE DEPARTMENT PROGRAM OF ACTION WITH: THE PEOPLE’S SOCIAL CONTRACT THE STATE OF THE NATION’S ADDRESS OF THE PRESIDENT, 2005(reducing the number of serious and priority crimes and combating corruption) THE OVERSIGHT PROGRAM OF THE PORTFOLIO COMMITTEE (institutions set up to promote democracy providing an impartial and independent support to Parliament)

6 MISSION VISION “TO ENSURE EFFECTIVE CIVILIAN OVERSIGHT OF THE SOUTH AFRICAN POLICE SERVICE THROUGH MONITORING AND EVALUATING THE FUNCTIONING OF THE SERVICE AND THE PROVISION OF LEGAL AND POLICY ADVICE TO THE MINISTER OF SAFETY AND SECURITY AS WELL AS TO PROVIDE THE MINISTER WITH ADMINISTRATIVE AND COMMUNICATION SUPPORT” “AN EFFECTIVE, EFFICIENT, TRANSFORMED AND DEMOCRATICALLY ACCOUNTABLE SOUTH AFRICAN POLICE SERVICE DIRECTED BY A MINISTER WHO IS WELL ADVISED, SUPPORTED AND ASSISTED ON ALL MATTERS REGARDING SAFETY AND SECURITY”

7 SECRETARIAT VALUES IN REALIZING ITS VISION AND MISSION, THE NATIONAL SECRETARIAT WILL DEMONSTRATE AND MAINTAIN, AMONGST OTHERS, THE FOLLOWING VALUES AND NORMS : INTEGRITY AND HONESTY; COMMITMENT TO EXCELLENCE; VALUE DIVERSITY, RESPECT, TRUST AND ENCOURAGING OTHERS; APPROPRIATE AND OPEN COMMUNICATION WITH ALL; TEAM WORK AND LISTENING WITH AN OPEN MIND; COURAGE OF CONVICTIONS.

8 LEGISLATIVE MANDATE THE SECRETARIAT DERIVES ITS MANDATE FROM THE FOLLOWING SOURCES:   THE CONSTITUTION OF THE REPUBLIC OF SOUTH AFRICA, 1996; THE SOUTH AFRICAN POLICE SERVICE ACT 68 OF 1995; THE WHITE PAPER ON SAFETY AND SECURITY 1998; PRESIDENTIAL AND MINISTERIAL ADDRESSES AND SPEECHES NCPS DOCUMENT AND MINISTERIAL DIRECTIVES.

MONITORING AND EVALUATION OF SAPS ORGANIC TRANSFORMATION LEGAL SERVICE POLICY, RESEARCH AND DEVELOPMENT COMMUNICATION AND LIAISON CORPORATE SERVICES

10 FUNCTIONS OF THE SECRETARIAT
ADVISE THE MINISTER ON THE EXERCISE OF HIS POWERS AND THE PERFORMANCE OF HIS DUTIES AND FUNCTIONS; PERFORM SUCH FUNCTIONS AS THE MINSTER MAY CONSIDER NECESSARY OR EXPEDIENT TO ENSURE CIVILIAN OVERSIGHT OF THE SERVICE; PROVIDE THE MINISTER WITH LEGAL SERVICES AND ADVICE ON CONSTITUTIONAL MATTERS; PROVIDE THE MINISTER WITH COMMUNICATION, SUPPORT AND ADMINISTRATIVE SERVICES; MONITOR THE IMPLEMENTATION OF POLICY AND DIRECTIONS ISSUED BY THE MINISTER AND TO REPORT TO THE MINISTER THEREON.

STRATEGIC FOCUS RESPONSIBLE COMMUNITY PARTICIPATION PROJECTS SAFER SCHOOL CAMPAIGN-TIISA THUTO ANTI-SUBSTANCE ABUSE ANTI-POLICE KILLING CAMPAIGN FACILITATION OF COMMUNITY SAFETY FORA PROJECT OBJECTIVES TO PROMOTE SAFER TEACHING AND LEARNING ENVIRONMENT WITHIN OUR SCHOOLS TO CONSCIENTISE COMMUNITIES ABOUT THE DANGERS OF DRUGS AND ALCOHOL, AND OPPOSE KILLING OF POLICE OFFICERS TO ENCOURAGE CO-ORDINATION AND INTEGRATION OF LOCAL GOVT CRIME PREVENTION INITIATIVES AND ENSURING ENVIRONMENTAL DESIGN
