2 Malaysia Cooperation Projects in T&T 2014-2015
European Union (EU): Project on Instrument for Nuclear Safety Cooperation (INSC): Enhancing the capacity and effectiveness of the regulatory body of Malaysia 2. EU CRBN-CoE EU CBRN Center of Excelence. Malaysia Focal Point is Ministry of Forein Affairs Under EU Malaysia has cooperation prjekct on INSC - Malaysia also has cooperation projects on CBRN- center of excellence. For this cooperation Ministry of Ekternal Affais is the focal point.

3 Malaysia Cooperation Projects in T&T 2014-2015
IAEA projects Technical Cooperation (TC) Supporting Development of National Nuclear Power Infrastructure IAEA Asian Nuclear Safety Network (ANSN) 3. The IAEA Norwegian Funded Safety Assessment Capacity Building Programme IAEA TC project “Supporting Development of National Nuclear Power Infrastructure” - MNPC

4 Asian Nuclear Safety Network (ANSN)
TOPICAL GROUP Capacity Building Management Group Governmental and Regulatory Infrastructure Education and Training Radioactive Waste Management Safety Analysis Siting Operational Safety Safety Management of Research Reactors Emergency Preparedness and Response Leadership and Management for Safety Communication The ANSN was established in 2002 for strengthening and expanding human and advanced IT network , and to share nuclear safety knowledge and practical experience for peaceful uses in the South East Asia, Pacific and Far East countries.

5 IAEA Norwegian Funded Safety Assessment Capacity Building Programme
The objective is to assist Malaysia to further develop its human capacity building generally in aspects of nuclear safety and specifically in safety assessment of NPP - capacity to perform independent safety case review in support of informed decision making competency. The training syllabus is based on IAEA Safety Assessment Education and Training (SAET) curriculum stems directly from the IAEA Safety Standards especially IAEA Safety Assessment Requirements for Facilities and Activities (GSR Part 4) and outlines knowledge requirements for safety assessment. Participation: AELB, Malaysia Nuclear Agency, UKM, TNB

6 Malaysia Cooperation Projects in T&T 2014-2015
Others International National Nuclear Security Administration (NNSA) of the U.S. Department of Energy Japan Atomic Energy Agency (JAEA) Korea Institute of Nuclear Safety (KINS) Indonesia Nuclear Energy Regulatory Agency (BAPETEN) National National University of Malaysia (UKM) Malaysia University of Pahang (UMP)

7 Personal Trained Under Various Sponsorship
From the pie chart most of the sponsorship came from IAEA. We also got sponsorship from EU Korea, Japan ANSN ITER Consult – Italy ( Training for Nuclear Regulatory Authorities) ENSTTI- France Norweign Funded Capasity Bilding Program

8 Malaysia: Future needs
The IAEA Safety Guide No. GS-G-1.1 provide a list of required regulatory competencies which consist of technical and non- technical elements which should be covered by the regulatory training programme in four areas of knowledge i.e.: basic knowledge, knowledge of regulatory policies and process, professional knowledge, and communication and management skills. The needs are also addressed in the draft Malaysia Nuclear Power Regulatory Infrastructure Development Plan (NPRIDP) Organization and Staffing of the Regulatory Body for Nuclear Facilities safety guide No

9 Lot 1: “T&T for NRA and theirs TSO’s: Nuclear Safety Regulation, Licensing and Enforcement”
Lot 2: “T&T for NRA and theirs TSO’s: Nuclear Safety Assessment and Inspection” Malaysia would likt to continue having

10 Future Needs in the present Training and Tutoring Catalogue
LOT 1 - List of training modules Legal and regulatory framework, regulatory role and functions Licensing management, basic safety concepts and decision making Design safety and safety evaluation for Instrumentation and Control (I&C) (SAR and PSA) NPP site safety analysis and regulatory requirements for licensing Regulatory Inspections (oversight) during sitting and construction phase Safety evaluation for SAR of RR and NF other than NPP Safety evaluation for RW and decommissioning Radiation protection and regulatory emergency preparedness Public information LOT 1 – List of tutoring modules Regulatory licensing and oversight of NPP during design and construction Regulatory licensing and oversight of Research Reactors Regulatory licensing and oversight for RW and decommissioning activities Radiation protection and regulatory emergency preparedness

12 Future Needs NOT in the present Training and Tutoring Catalogue
- Nuclear Knowledge Management at NRA and Its TSO - Nuclear Emergency Management - Human Resources Management Transition for NPP Projects - Organization , Staffing and Competence Management of Regulatory Body INSC coordination meeting on T&T

13 Lessons Learned: Good Practices.
Relevance and completeness of the offer Consistent with IAEA standard and the best international practices Taking into account country needs Update and use of the National Training Plan Government policy Country needs Mechanisms improvement Classroom to practical Table top to field exercise focus on interactive teaching methods site visits and tutoring sessions comprehensive training material Continuous improved T&T activity based on feedback from evaluation and assessment;

14 Lessons Learned: What could be improved
. Lessons Learned: What could be improved Short announcement/ invitation (less than 2 weeks) Ensuring sufficient background and basic competence of the trainees to be attend the training Knowledge sharing This is regarding internal procedure where the participant need to get approval at leaslt 2 weeks before the event . This is in orgaizatiaon part – to make sure the knowledge to be shared among the collogues

15 Final Remarks/ Conclusion
Malaysia benefited a lot from T&T project with the objective to enhance, develop and strengthen the technical and regulatory capacities of NRAs and their TSOs T&T activities covered different responsibilities and functions of NRAs and filling the gaps in competence and enhancing NRAs capacity The best international practices have been presented and discussed.
