2 PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION
TDs: GENERAL APPROACH TD1: REGULATORY CRITERIA TD4: PERIODIC SAFETY REVIEW PREEV PROJECT: REGULATORY PRACTICES ON AGEING AND LIFE EXTENSION IAEA CONSULTANTS MEETING VIENNA, APRIL 2012 D. ENCINAS (CSN, SPAIN)

3 PREEV PROJECT CONTENTS
TDs: GENERAL APPROACH TD1: GUIDE FOR REGULATORY CRITERIA ON AGEING MANAGEMENT AND LONG-TERM OPERATION OF NUCLEAR POWER PLANTS TD4: GUIDE FOR THE PERIODIC SAFETY REVIEW OF NUCLEAR POWER PLANTS APPLIED TO THE AGEING MANAGEMENT AND LONG-TERM OPERATION ASPECTS

4 PREEV PROJECT TDs: GENERAL APPROACH
purpose: to be used, in whole or in part, by each country, as guidelines, and to develop national regulations or regulatory practices objectives: to establish criteria to request implementation of an AM system, including LTO to establish guidelines for regulatory practices: licensing and oversight (control / inspection) bases and references: IAEA standards FORO countries regulations and experience “key countries” regulations (USA, Canada, Germany,…) reference levels (RLs) of WENRA

5 PREEV PROJECT TD1: REGULATORY CRITERIA ON AM & LTO OF NPPs
objective: to establish general regulatory criteria for AM scope: PWR/BWR/CANDU/PHWR physical ageing & obsolescence three different stages: design life  PLiM Plan requesting / licensing LTO  IPA LTO period  LT-PLiM Plan

6 PREEV PROJECT TD1: REGULATORY CRITERIA ON AM & LTO OF NPPs
key elements: states scope criteria for elements (SSCs) within the AM program, based on: function of integrity of the RCS boundary functions of shutdown / maintain safe shutdown functions of prevent /mitigate accidents SSCs whose failure could affect safety functions SSCs credited in safety analyses (SAR) states specific requirements for plans (PLiM plan / IPA / LT-PLiM plan), on: screening criteria for SSCs identification of ageing mechanisms assessment of maintenance practices & AMPs time limited ageing analyses (TLAAs) obsolescence management

7 PREEV PROJECT TD1: REGULATORY CRITERIA ON AM & LTO OF NPPs
documentation: establishes specific requirements on scope, content and submision of reports for each stage: AM periodic reports during design life AM report to request authorization for LTO AM periodic reports during LTO period

8 PREEV PROJECT TD4: PSRs OF NPPs APPLIED TO AM & LTO ASPECTS
objective: to provide guidelines to assess the documentation of PSRs in the aspects related to AM & LTO scope: PWR/BWR/CANDU/PHWR physical ageing & obsolescence PSRs applying during design life / PSRs associated to licensing of LTO or to LTO period

9 PREEV PROJECT TD4: PSRs OF NPPs APPLIED TO AM & LTO ASPECTS
key elements: identifies specific objectives of PSRs regarding AM identifies scope of PSRs activities regarding AM identifies specific conditions and requirements for PSRs associated to licensing of LTO or to LTO period ANALYSES AND PROVIDES GUIDELINES TO ASSESS PSRs DOCUMENTATION FROM THE AM POINT OF VIEW, BY SAFETY FACTORS

10 PREEV PROJECT: TD4 safety factor impact of AM guidelines
1 plant design high specific analysis / expected results 2 current conditions of SSCs very high in-depth analysis / expected results 3 equipment qualification 4.a AM (design life) 100 % 4.b AM (LTO request) 5 deterministic safety analysis low review only some aspects 6 probabilistic safety analysis 7 hazard analysis 8 safety performance none 9 operating experience & research 10 organization & administration 11 procedures 12 the human factor significant 13 emergency plan 14 radiological impact review only some aspects (for LTO)
