3 Agency for Healthcare Administration
The Agency for Healthcare Administration (AHCA) was created by the Florida Statutes. It serves as the chief health policy and planning entity for state. What is an EHR? Florida’s Electronic Healthcare Records (EHR) Incentive Program will provide payments to eligible hospitals and providers. AHCA is responsible for the state’s $ 18 billion Medicaid program that serves over 2.7 million Floridians. The State of Florida Medicaid Electronic Health Record (EHR) Incentive Program is eliminating the use of paper records and enticing hospitals and providers to move to electronic records. To attract them, Florida’s Medicaid Incentive program is providing incentive dollars to the hospitals and providers who qualify. Elaborate: on EHR: monies will be given to adopt, implement, upgrade and show meaningful use of certified EHR technology.

4 AHCA has five years of hospital cost reports for each of the 175 hospitals in the State. How will all of this information be used to determine how much incentive money each hospital will receive? What if hospitals don’t want to participate? Why are the records paper? Do three analysts have time to organize all of this information? Do they understand what will need to be done? Problem

5 What’s the best way to do this?
Using the calculations the state has set, three analysts will create three spreadsheets. The first will be the master spreadsheet, which contains formulas for data from the hospital reposts to be entered. Analyst 2 will then enter data into his copy of the master spreadsheet. Anaylst 3 will enter data into her spreadsheet and analyst 1 will compare the calculated amount to look for errors. Should errors arise, analyst 1 will recalculate the amounts using the paper data provided.

6 Suggested Alternatives
2 choices Hire a temporary accounting professional Use someone from their own accounting department Aligns with scope b/c they have knowledge of accounting, formulas and equations. Knowledge to comprehend hospital cost reports. Find info quickly. Downside: time consuming and expensive. No ties to agency and may not care. Aligns with scope b/c info would be accurate, background in accounting. Constraint? Understand project and must pay their dept for their time.

7 Solution Use three analysts from our own department
and allow them to work to work with the hospital cost reports, create the three spreadsheets.

8 End result? The sharing of healthcare records saves time for the patient, reduces errors and cuts costs. The movement from paper records to electronic records allows providers to access patient information quickly and accurately. It also cuts down on time filing and finding patient charts allowing for better productivity.
