Title IV, Part A Student Support and Academic Enrichment

3 Newly Authorized Program
Provide students with access to a well-rounded education Improve school conditions for student learning Improve the use of technology in order to improve academic achievement and digital literacy of all students

4 Grants of $30,000 or more LEAs that receive a grant of at least $30,000 must conduct a comprehensive needs assessment and must use funding within each of the areas below, LEAs have broad flexibility to use the SSAE program funds for a variety of activities to improve student outcomes and address the opportunity gaps identified through the needs assessment : At least 20% to support well-rounded educational opportunities At least 20% to support safe and healthy students A portion of funds on effective use of technology With no more than 15% used for technology infrastructure

5 Supplement not Supplant
Title IV, Part A funds must be used to supplement and not supplant non-federal funds LEAs may not use SSAE program funds for the cost of activities in the three program content areas if those costs would have otherwise been paid with State or local funds in the absence of the SSEA program.

6 Amount of Funding LEAs will receive a sub-grant that will be issued in the same proportion as to the LEAs prior year Title I Part A allocations Minimum grant of $10,000

7 Allowable Activities Well-Rounded Educational Opportunities
Improving access to foreign language instruction, arts, and music education Supporting college and career counseling, including providing information on opportunities for financial aid through FAFSA Providing programming to improve instruction and student engagement in STEM, including computer science Promoting access to accelerated learning opportunities including AP and IB programs Strengthening instruction in history, civics, economics, geography, governmental, and environmental education

8 Allowable Activities Safe and Healthy Students
Promoting community and parent involvement in schools Providing school-based mental health services and counseling Promoting supportive school climates to reduce the use of exclusionary discipline and promoting supportive school discipline Establishing or improving dropout prevention Supporting re-entry programs and transition services for justice-involved youth Implementing programs that support a healthy, active lifestyle (nutrition and physical education) Implementing systems and practices to prevent bullying and harassment Developing relationship building skills to help improve safety through the recognition and prevention of coercion, violence, or abuse Establishing community partnerships

9 Allowable Activities Effective Use of Technology
Supporting high-quality professional development for educators, school leaders, and administrators to personalize learning and improve academic achievement Building technological capacity and infrastructure Carrying out innovative blended learning projects Providing students in rural, remote, and underserved areas with resources to benefit from high-quality digital learning opportunities Delivering specialized or rigorous academic courses and curricula using technology, including digital learning technologies and assistive technology

10 Direct Administrative Costs
Direct administrative costs are allowable up to 2% of the total allocation

11 Stakeholder Consultation
LEAs must engage in consultation with stakeholders during the design and development of the SSAE program. Such stakeholders must include: Parents Teachers Principals Students School Leaders Specialized instructional support personnel

12 Equitable Services LEAs must consult with private school officials to identify the needs of eligible private school students and teachers

13 Transferability An LEA may transfer Title IV A funds into the following Title II Part A Title I Part A Title III Part A Title V, Part B RLIS Requires a modified plan to show the transfer Must notify the state no later than 30 days prior to the effective date of the transfer

14 Assurances Prioritize the distribution of funds to schools served by the local educational agency, or consortium of such agencies, that – Are among the schools with the greatest needs, as determined by such local educational agency, or consortium; Have the highest percentages or numbers of needy children counted under section 1124(c); Are identified for comprehensive support and improvement under section 1111(c)(4)(D)(i); Are implementing targeted support and improvement plans as described in section 1111(d)(2); or Are identified as a persistently dangerous public elementary school or secondary school under section 8532;

15 Assurances Comply with section 8501 (regarding equitable participation by private school children and teachers); For Counties who have an allocation of $30,000 or more all of the following (A-C) must be checked, for those counties under $30,000 only one of the following must be checked (A-C) Use not less than 20 percent of funds received under this subpart to support one or more of the activities under section 4107 pertaining to well-rounded education; Use not less than 20 percent of funds received under this subpart to support one or more activities authorized under section 4108 pertaining to safe and healthy students; Use a portion of funds received under this subpart to support one or more activities authorized under section 4109(a) pertaining to the effective use of technology, including an assurance that the local educational agency, or consortium of local educational agencies, will comply with section 4109(b) that it will not use more than 15% for technology infastructure;

16 Assurances Complete an annual report regarding how funds for the SSAE program are being used.
