2. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
Timeframe :
Brief Description:
The project is aimed to deliver vocational education for the poor families in rural/remote/isolated areas who are underserved and unreached by formal education.
The project will support a life-long learning of local communities to support their communal solidarity, capacity building and income generation.
The project is expected to be sustainable with the local community’s support and sense of ownership /identity of the centre. Those who has studied and empowered should impart their knowledge and skills to others to others and involve in running the centre in longer term.

3. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
Target Groups:
Children, youth and adults (3 focus groups) from poor families in rural/remote/isolated areas.
Countries involved:
ASEAN Member States (Singapore?) and Timor Leste
EFA Partner(s) involved:
UNESCO, ATD Fourth World, local private sector and other interested NGOs

4. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
Resources needed:
(1) Human resources:
Local government (involving the ministries of education, social welfare and health)
Local community (incl. religious leaders if necessary)
Multi-grade teachers who speak the local language
Field experts from UNESCO and/or NGOs
(2) Infrastructure: temple/mosque/other religious place
(3) Technology: satellite-based mobile net (Thailand’s best practice), TV media.
(4) Financial support

6. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
(1) Inter-ministerial coordination and team set up
Coordination from the relevant ministries (responsible for education, social welfare and health) should first be done to receive their guidance and policy + operational support down to local governance level.
The ministries to identify the members of the core group that will manage the project implementation. It is important that the members be given the mandate and have commitment throughout the 5-year project life.

7. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
(2) Assessment
Identification of the villages in targeted areas for pilot implementation
Survey in those villages to identify the local needs, aspirations and type of long-term human investment for the community.
Good assessment is important to ensure that the project will be inclusive, sensitive to local situation, meet the local needs/strength, feasible and sustainable.

8. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
(3) Work Planning
Based on the assessment findings, a work plan is to be developed to identify (among others) the scope of the project, resources needed, and vocational education curriculum tailored for the 3 focus groups (children, youth, adults)
Work plan will be designed for the pilot implementation (short-term), medium- and long-term. In longer run, a plan should be done to build the sense of ownership and capacity of the community to run the centre by themselves.
Timeframe: 2-3 months

9. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
(4) Pilot implementation
Development of the centre and carrying out the vocational education programme in the selected villages for one year .
(5) Reporting at national and regional levels
The project team should report on regular basis to the ministries of education, social welfare and health
Senior officials from the ministries of education (with the support from the ministries of social welfare and health) to report on regular basis to SEAMEO-HOM and SOM-ED on the progress of implementation.

10. COMMUNITY-BASED LEARNING CENTRES IN RURAL AREAS
(6) Evaluation
This exercise is aimed to identify the challenges, ways to improve the centre’s programme and learn from each others’ experiences. This is to be done regularly.
This exercise is to be done at (a) national level among the project teams in different villages; and
(b) regional level, among representatives of the project teams from the participating countries. This will be done through a regional meeting that will provide a platform for information sharing and lesson learning.
