THE REFEREE MUST CHECK THE EVENT AREA PRIOR TO THE MEET, AS THEY WILL HAVE TO RULE ON THE ABILITY TO RUN THE EVENT IF THE VENUE DOES NOT MEET NFHS AND NYSPHAA STANDARDS

PRE-MEET THROWING CIRCLE
DIAMETER THE INSIDE DIAMETER IS 8 FEET, 21/2 INCHES (2.50 METERS). CIRCUMFERENCE MARKED BY A METAL, WOOD, OR PLASTIC BAND WHICH WILL NOT RISE MORE THAN ¾ INCHES ABOVE THE LEVEL OF THE CIRCLE. SURFACE THE SURFACE MAY BE ASPHALT, CONCRETE, WOOD, OR OTHER HARD MATERIAL. IF A CONCRETE SURFACE IS USED, A 2 INCH WIDE PAINTED LINE MAY BE USED IN LIEU OF THE CIRCLE BAND.

PRE-MEET THROWING CIRCLE
CIRCLE LINES LINES 2” WIDE AND 8” LONG WILL BE LYING ON THE DIAMETER EXTENDED OUTSIDE THE RING TO DESIGNATE THE FRONT AND BACK HALF OF THE TROWING CIRCLE. CAGE A PROTECTIVE CAGE IS MANDATORY. THERE SHOULD BE A REAR AND SIDES TO THE CAGE, WITH THE SIDES EXTENDING FORWARD AT LEAST TO THE FRONT OF THE RING (SEE DIAGRAM FOR NFHS CAGE STANDARDS.)

PRE-MEET THROWING AREA
SECTOR LINES DRAWN BY EXTENDING 2” LINES FROM THE CENTER OF THE CIRCLE. THEN STRIKE AN ARC WITH A RADIUS OF 4’ 1 ¼”, SO IT INTERSECTS THE CIRCLE. FROM THE CENTER OF THE CIRCLE AND THROUGH THIS POINT YOU WILL CONSTRUCT THE SECOND SECTOR LINE. THE SECTOR LINES ARE OUT OF BOUNDS. THROWING SECTOR THE THROWING SECTOR MAY BE EITHER 60 OR 40 DEGREES. THE CAGE WILL NEED TO BE MODIFIED IF THE 40 DEGREE SECTOR IS USED IN COMPETITION. INCLINATION THE INCLINATION FROM THE CIRCLE TO THE LANDING AREA WILL NOT EXCEED 1:100 (1%)

PRE-MEET PROCEDURES OFFICIALS THROWS THREE, FOUR, SIX, PRELIMS/FINALS
THROWING ROTATION CAFETERIA, 3-5 ALIVE, FIRST TO LAST OFFICIALS NUMBER OF OFFICIALS AVAILABLE FOR THE EVENT AND THEIR RESPONSIBILITIES AND POSITIONING. THE NUMBER OF AVAILABLE OFFICIALS SHOULD BE FROM THE TYPE OF MEET WILL DICTATE THE NUMBER OF OFFICIALS NEEDED TO RUN THE EVENT.

PRE-MEET WEIGH AND INSPECT IMPLEMENTS
CONSTRUCTION THE DISCUS WILL BE CONSTRUCTED SO THAT THE BODY IS OF WOOD OR OTHER SUITABLE MATERIAL ATTACHED TO A CIRCUMSCRIBING SMOOTH METAL OR PLASTIC RIM. METAL PLATES SHALL BE SET FLUSH WITH THE SIDES OF THE WOOD, PLASTIC, OR COMPOSTION MATERIAL BODY AND IN THE EXACT CENTER AS A MEANS OF ACQUIRING THE CORRECT WEIGHT. THE METAL PLATES WILL BE CIRCULAR WITH A DIAMETER OF 2 INCHES. EACH SIDE OF THE DISCUS SHALL BE A COUNTERPART OF THE OTHER SIDE AND THERE SHALL BE NO INDENTATIONS, PROJECTING POINTS, OR SHARP EDGES. EACH SIDE SHALL TAPER IN A STRAIGHT LINE FROM THE BEGINNING OF THE CURVE OF THE RIM TO THE EDGE OF THE CENTRALLY PLACED METAL PLATE. THE RIM OF THE DISCUS SHALL NOT BE SANDBLASTED AND SHALL REMAIN SMOOTH.

PRE-MEET ATHLETES WARMUP
THE ATHLETES SHOULD NOT BE ALLOWED TO WARMUP WITHOUT AN EVENT OFFICIAL PRESENT TO SUPERVISE A TIME LIMIT FOR THE WARMUP SHOULD BE ESTABLISHED BY THE GAME’S COMMITTEE (USUALLY BETWEEN MINUTES) SET THE NUMBER OF IMPLEMENTS ALLOWED INTO THE RING PER WARMUP, SO THAT AN ATHLETE DOES NOT TAKE UP TOO MUCH TIME INSTRUCT THE ATHLETES AS TO THE PROPER METHOD FOR RETRIEVAL OF THEIR THROWN IMPLEMENT INSTRUCT THE ATHLETE NOT TO RUN INTO THE THROWING AREA WITH THEIR BACKS TO THE OTHER ATHLETES AS THEY ARE THROWING ESTABLISH AN AREA FOR THE ATHLETES TO TALK TO THEIR COACHES DURING THE EVENT

MEET OFFICIALS/POSITIONING
THE NUMBER OF OFFICIALS AVAILABLE FOR A MEET WILL DICTATE THEIR JOB RESPONSIBILITIES AND POSITIONING. HAVING ELEVEN OFFICIALS WOULD BE IDEAL.

MEET RESPONSIBILITIES
[1] HEAD EVENT OFFICIAL - SUPERVISE THE EVENT, IN CHARGE OF ALL EVENT OFFICIALS, GIVES INSTRUCTIONS, SUPERVISE WARMUPS, ASSIGNS OFFICIALS JOBS, CONFIRMS EVENT RESULTS AND TURNS THEM OVER TO PROPER MEET OFFICIALS. [2] PIT JUDGE (2) – BE IN POSITION NEAR THE SECTOR LINE AND SEE IF THE THROW LANDED IN THE SECTOR TO DETERMINE IF THE THROW IS FAIR OR FOUL. SIGNALS WHEN THE SECTOR IS READY. MARKS THE SECTOR FOR MEASUREMENT. IF A SECOND PIT JUDGE IS PRESENT, BOTH SHOULD WATCH THE SPOT. ONE WILL MARK WITH THE TAPE AND THE OTHER WILL REMOVE THE IMPLEMENT FROM THE SECTOR. [3] RING OFFICIALS (2) – WATCHES THE ATHLETES ENTER AND EXIT THE RING, CHECKS IMPLEMENT, WATCHES FOR RING/THROWING INFRACTIONS.

MEET RESPONSIBILITIES (CONT’D) NUMBER OF OFFICIALS
[4] RECORDER (1) – CHECKS THE ATHLETES IN AND KEEPS THE PROPER THROWING ORDER, MAY CHECK IMPLEMENTS. READS AND RECORDS THE DISTANCE FOR EACH LEGAL THROW BY THE ATHLETE. [5] TAPE PULLER (1) – PULLS THE MEASURING TAPE THROUGH THE RING FOR THE OFFICIALS WHO WILL READ THE TAPE. RETRIEVER (2) –PICKS UP THE THROWN IMPLEMENT AND RETURNS TO THE ATHLETE. NUMBER OF OFFICIALS THREE OFFICIALS –THE FIRST OFFICIAL WILL BE THE HEAD EVENT OFFICIAL, RING JUDGE, AND RECORDER; THE SECOND WILL BE THE FIELD OFFICIAL AND RETRIEVER; AND THE THIRD WILL BE THE TAPE PULLE (IF YOU ONLY HAVE 2 OFFICIALS, THE TAPE PULLER MAY BE AN ATHLETE NOT COMPETING.) FOUR OFFICIALS –WITH 4 OFFICIALS, SIMPLY ADD ANOTHER FIELD OFFICIAL TO THE ROSTER OF 3 OFFICIALS.

FIVE OFFICIALS –1 HEAD OFFICIAL, 1 RING JUDGE/RECORDER, 2 PIT JUDGES, AND 1 TAPE PULLER SIX OFFICIALS –1 HEAD OFFICIAL, 1 RING JUDGE/RECORDER, 3 PIT JUDGES, AND 1 TAPE PULLER SEVEN OFFICIALS –1 HEAD OFFICIAL, 2 RING JUDGES /RECORDERS, 3 PIT JUDGES, AND 1 TAPE PULLER EIGHT OFFICIALS –1 HEAD OFFICIAL, 2 RING OFFICIAL/RECORDERS, 3 PIT JUDGES, 1 RETRIEVER, AND 1 TAPE PULLER. NINE OFFICIALS –ADD THE RECORDER TO THE RING AREA ALONG WITH THE 8 OFFICIALS. TEN OFFICIALS -ADD A SECOND RETRIEVER TO THE LIST OF 9 OFFICIALS. ELEVEN OFFICIALS –ADD A SECOND RECORDER TO THE OFFICIAL’S CREW.

ATHLETES WILL COMPETE IN LEGAL, SCHOOL ISSUED UNIFORMS UNDERGARMENTS MUST BE LEGAL, SINGLE, SOLID COLORED APPAREL NO JEWELRY IF IMPLEMENT IS WEIGHED AND MARKED, IT MUST BE SHOWN TO AN OFFICIAL AS YOU ENTER THE RING TYPE OF THROWING ORDER; CAFETERIA, 3-5 ALIVE, STRAIGHT ORDER THROWS, ETC. NUMBER OF THROWS IN THE COMPETITION (3-6) THE THROWING SEQUENCE: THROWER “IS UP,” THROWER “ON DECK,” THROWER “ON HOLD” DISCUSS ENTERING AND EXITING THE RING

MEET INSTRUCTIONS FOR THE ATHLETES
INFRACTIONS NOT PAUSING AFTER ENTRY INTO THE RING. TOUCHING THE RING CIRCLE, THE TOP OF THE CIRCLE, TOUCHING OUTSIDE OF THE RING AFTER ENTERING THE RING. THROWS NOT WITHIN THE SECTOR LINES. THROWS LANDING ON THE SECTOR LINES. FAILURE TO EXIT THE RING WITH OFFICIALS SIGNAL FOR A FAIR THROW. FAILURE TO EXIT THE RING FROM THE BACK HALF OF THE RING. METHOD FOR RETRIEVAL OF THE THROWN IMPLEMENTS RESTRICTED AREAS FOR COACHES

MEET MEASUREMENT MEASUREMENTS WILL BE MADE WITH A NONSTRETCHABLE TAPE SUCH AS FIBERGLASS, STEEL, NYLON, OR A CERTIFIED SCIENTIFIC DEVICE. IT WILL BE RECORDED FROM THE NEAREST EDGE OF THE FIRST MARK MADE BE THE SHOT TO THE INSIDE EDGE OF THE STOPBOARD NEAREST SUCH MARK. THE TAPE WILL BE PULLED THROUGH THE CENTER OF THE RING AND THE OFFICIAL SHALL HOLD THE TAPE IN SUCH A WAY THAT THE READINGS WILL BE MADE AT THE RING. MEASUREMENTS WILL BE MADE TO THE NEAREST LESSER ¼ INCH.

POST-MEET EVENT SHEET SIGN OFF EVALUATION
THE HEAD EVENT OFFICIAL WILL CHECK AND SIGN THE EVENT SHEET, TO CERTIFY THAT EACH ATHLETE HAS BEEN GIVEN CREDIT FOR THE DISTANCES THEY HAVE THROWN. THE OTHER EVENT OFFICIALS SHOULD ASSIST WITH THIS PROCESS, AND ALSO SIGN THE SHEET, IF NECESSARY. THE SHEETS SHOULD THEN BE GIVEN TO THE MEET REFEREE, OR THE FIELD EVENT REFEREE, OR THE RECORDER, DEPENDING ON THE MEET SCORING PROCEDURE. THEY WILL ALSO CERTIFY THE PLACEMENT OF THE ATHLETES, AND THE RESULTS CAN THEN BE MADE OFFICIAL. EVALUATION THE HEAD OFFICIAL SHOULD MEET WITH ALL THE EVENT OFFICIALS AFTER THE EVENT TO DISCUSS AND EVALUATE THE PERFORMANCE OF THE OFFICIALS AND TO DIRECT ANY INFORMATION TO THE REFEREE OR MEET MANAGEMENT FOR FUTURE CONSIDERATION
