3 CIMULACT ‘Citizen and Multi-Actor Consultation on Horizon 2020’.
Engages more than 1500 citizens in 30 countries in Europe, along with a variety of other actors, up to 1000 3-year project funded by the European Commission, started June 2015.

Producing citizen-based visions for the future(s) Extracting societal needs from the visions Making research scenarios – as input to “Scoping Papers” Producing research topics for Horizon

5 A multi-actor approach
CIMULACT bases its work on citizens’ visions It involves a large number of actors in the shaping of the future research agenda – the ‘multi-actors’ These include policy makers, scientists, research communities, NGO’s, and “challengers” such as designers, futurists, science journalists and developers Input to research agendas is created with all of them in a highly participatory process Besides those involved in making visions, research scenarios and topics, the project includes a close collaboration with the EU Commission

6 History: The fourth try
CIVISTI (FP6) a method, which CIMULACT partly is based on 9 countries produced a high quality topic catalogue It is surely feasible and it makes sense Citizens and experts prioritise topics differently Frustrating, when there is no research funder to take up the results VOICES (FP7) used Focus Groups to get ideas for research from citizens – in 27 countries – delimited to topics on Waste Again - feasible – but Focus Groups maybe not the best method Direct collaboration with EU PO’s, resulted in real impact on H2020 CASI (FP7) included citizen visions on sustainable innovation Used the CIVISTI method Clearly demonstrated the difference between citizens’ and experts’ priorities Problems with getting impact – less collaboration with Commission than CIMULACT

14 Impact made through direct interaction with Commission:
Vision Seminar with 20 PO’s Scoping Paper Seminar with 13 PO’s Pan-EU Working Conference with 21 PO’s Internal Commission workshop on the produced topics with 50 PO’s

15 Lessons for citizen-based and multi-actor research agenda setting
CIVISTI, VOICES, CASI & CIMULACT clearly show Feasibility Relevance VOICES & CIMULACT show the importance for impact of Direct and active collaboration with the research funders A clear commitment to make use of the results
