Native Americans, African Americans (Free or Slave), Or Women were allowed to attend. They were not considered citizens.

Question: How do we create a Government strong enough to preserve order, but not so strong that it would threaten Liberty?

Virginia Plan Government should have 3 Branches.
No branch should be stronger than the others

Branches Legislative – Make laws Executive – Enforce laws
Judicial – Interpret laws
