2. Implementation period from January 2013 until July 2013
SHELTER: Construction of 200 houses
WATER AND SANITATION: Distribution of 3000 water filters, 3000 Jerry cans and 1000 water tanks and Hygiene promotion for Households
WHO CAN GIVE FEEDBACK
For shelter: all 332 beneficiaries that were selected for the shelter interview during the in-depth assessment;
For watsan: all beneficiaries present at the community meeting for the watsan selection process;
SELECTION CRITERIA
SHELTER
Households that are selected fit the following criteria:
Directly affected by the 2011 Flood
Priority to Totally collapsed houses if they fit into the below mentioned criteria
Unfixable houses in they fit into the below mention criteria
On poor, near poor or difficulties list
Having a land use document or be able to get it within a short period of time
Observation of the house structure; structure that would be a high risk for next flooding period would get priority
Houses that are in high risk area would get priority in combination with the unstable condition of the house
Vulnerability level of the family; including the amount of family members and the number of vulnerability criteria as mentioned below:
Disabled
Female single headed households
Elderly people above 60 years old
Pregnant and lactating women
Families with children under 6 years old
Households are NOT selected cause of the following reasons:
Not affected by the 2011 flood
Recovered
Received more than 10,000,000 VND support or a house from the Government or another organization
Are NOT on the poor, near poor or difficulties list
Don’t have the land use documents or can’t get any land use documents in the near future
The present condition of the house is in compares to the selected houses in a better shape (stone stilts, wooden or iron sheeting walls and roof)
HOW TO GIVE FEEDBACK

WHEN AND HOW TO EXPECT A RESPONSE TO THE FEEDBACK
Not anonymous feedback:
Response will be given individually by letter one month after the feedback was given by the beneficiary.
Anonymous feedback:
Response will be given two months after receiving the feedback was given via posters pasted in public spaces.
The confidentiality will be ensured by VNRC. Only VNRC Provincial staff and consortium staff will read the given feedback done by closed envelope deposited in the feedback box and given by hotline. The feedback given during the open office day will be read by the commune VNRC, the Provincial staff and the consortium staff. P2 P7

3. FEEDBACK MECHANISM
SELECTION PROCEDURE SHELTER:
Implementation period from September 2012 until December 2012
Covering the following steps
STEP 1: [September 2012]
Analyses of secondary data by undertaking a secondary data cross-check survey: Information received from the local authorities was checked by undertaking interviews with commune and hamlet leaders all communes and hamlets were visited at that time. Out of 114 hamlets the 60 most vulnerable hamlets were chosen.
STEP 2:[October 2012]
Developing preliminary beneficiary list by the communes (local authorities) utilising preset Beneficiary selection criteria: The local authority utilized the criteria as mentioned under heading selection criteria to select the most vulnerable Household from the preliminary list as given to the VNRC at the start of the project. This resulted in a selection of 332 most vulnerable households
STEP 3:[November 2012]
In-depth assessment to gather primary data directly from the beneficiaries. All 332 households took part of a community meeting in November and were interviewed by the VNRC. This resulted in the selection of 112 households for the shelter program and the elimination of 67.
STEP 4: [December 2012]
Organize a commune meeting for the election of an additional 88 households. All 332 beneficiaries were invited to take part of this election. After finalization of the election 200 household were selected for the shelter project.
STEP 5: [December 2012]
Finalizing an approval of beneficiary list by local authority and informing the beneficiaries. The final lists were posted at all People Committees of all participating communes.
The community members are through this feedback mechanism invited to provide feedback to the VNRC
WHAT KIND OF FEEDBACK IS ACCEPTED
The feedback can be given in relation to the following points:
Proposals from beneficiaries on how a next selection procedure can be improved;
Identified gaps in the selection process;
Mistakes in selection, in case selected beneficiaries already received assistance from another organization or Government in relation to the watsan items (water filter, jerry can, water tank) or donation of more than 10,000,000 VND for housing assistance;
Suggestions on how distribution can be improved;
Suggestions on how information can be better disseminated.
The following feedback will not be accepted and no replies will be given:
Complaints on why certain beneficiaries among the 332 interviewed HH’s were not selected;
Complaints on why certain beneficiaries were not on the initial Government list;
Requests to add additional beneficiaries to the list. P6 P3

4. SELECTION CRITERIA
WATER AND SANITATION
General criteria for the selection of households
Have been directly affected by 2011 floods
Are listed on the latest poverty and near – poverty lists
Preference given to families which is either elderly, pregnant and lactating women, female-headed households, disabled.
Have not received any significant support from other sources
Specific criteria:
2000 hhs to receive water filters AND jerry cans:
Households who have no or limited access to clean water
Households who have not been provided with WF and/ or WT since the floods 2011
1000 hhs to receive water filters AND jerry cans AND water tanks:
Households who do not have qualified water storage, or water storage lost and damaged
Priority given to households having more than 4 members
WATSAN Specific criteria:
NO DUBLICATION of support between WF/WT and SHELTER: Those households have are listed in the shelter beneficiary list will not receive WF/ WT.
