4 Objectives of the study
To identify where cultural and memory organisations already contribute to social inclusion to specify which issues deserve particular attention for new or further research develop recommendations for the cultural and memory organisation themselves, the Member States of the EU and the European Commission, on how to support the building of new applications and services Team comprises

5 Focus of the study Pan-European approach, using national experts and national case studies User perspective important as well as informed expertise (stakeholder consultation) smaller institutions, operating on the local level as well as large organisations (workshops) These factors are: The R&D system. At the core this is the R&D process. We have adopted a linear model of the R&D process, from basic research, through commercialization to diffusion of the knowledge created as a starting point (although less rectilinear in reality) R&D policy aims to aid this process of knowledge creation and diffusion, through both direct policies (eg funding) and indirect (innovation support) R&D system and policy operate within and are affected by framework conditions, which can in turn by influenced by previous R&D activity (economic performance etc) These factors lead to spatial effects direct and indirect (impacts), at different geographical levels

6 Focus of the study Models and examples of best practice of how CMOs can contribute to social and economic inclusion Timeframe: period of five years, with a view to the longer-term future The conceptual model will be explored in two phases. Firstly, at the EU 27+ level, through developing a typology of regions Secondly, by exploring the processes and interrelationships in the R&D system in more detail (particularly diffusion and absorption) through a series of in depth case studies, selected on basis of results of phase 1based on key The typology of regions require a robust set of indicators, taking into account the different aspects of the conceptual model: including R&D spend, economic geography, economic performance, regional economic structure and R&D activity.
