Background Major Recommendation #3, which is to create a Life-Cycle Part and Component Knowledge Sharing Portal One-stop-shop that provides access to Parts Management related information. Taking the “recommendation” from a “concept” to “design” to “development” and on the desk of those that need to use such a tool. As a result of a study of the Department of Defense (DoD) parts management processes, it was determined that changes needed to be made to the current way of doing parts management business. The study resulted in eight recommendations, to include the creation of the Life Cycle Part and Component Knowledge Sharing Portal (Portal), which could be a web-enabled one-stop-shop that provides access to accurate and timely Parts Management information that can be used to support the Department of Defense. The task of taking the Portal from a “recommendation and concept” to “design and development” is the responsibility of team members of the Parts Management Reengineering Implementation Team (PMRIPT) Portal Team.

Portal Concept Provide a single source or access to point to parts management data and information to: Eliminate Duplication Improve Data Accuracy Decrease costs Promote data sharing and parts-related research Permit greater integration of parts data The establishment of a LCPC-KSP was based on the inherit need to have a single source or “one-stop” shop to exchange data and information between a variety of systems used by the government and industry. The one-stop-shopping approach to parts data management would eliminate duplication, improve data accuracy, reduce errors, enable more effective data system management, decrease costs, promote more data sharing and parts-related research, and permit greater integration of parts data resources.

Portal Concept Search Research Assess Compare Analyze Select Support
In essence the Portal will provide: An Intelligent search capability to find a required part Intelligent research capability to evaluate or compare parts Decision support capabilities to choose the best or preferred parts Analytical capabilities to assess reliability, availability, producability, maintainability, obsolescence, configuration management, cost, usage, and similar parameters concerning parts Design tools to create new parts in the event that a desired part cannot be found through the use of the other tools Performance measurement capability to include/provide process and end-state metrics Parts management plan building and planning tools (plan builder) Capability assessment tools

Portal Team Approach Focus on Parts Selection.
Develop the Portal in stages. Currently in Phase 1 Maximize pre-existing capabilities. Partner and coordinate with government agencies and industry. Assess the needs of potential users. The PMRWG had envisioned that the LCPC development and implementation effort would follow a phased spiral-development path. The LCPC KSP will require PMRIPT to partner and coordinate with government agencies and industry to clearly identify the current and future needs of its users. The development of this system requires the involvement of the following committees, government agencies, and industry partners that are considered stakeholders in this system:

Accomplishments Fostered the exchange of information between DMSMS and PMRIPT Created Phase 1 boundaries. Clearly defined the scope of Phase 1. Developed an interview guide. Tested the interview guide with Raytheon. Test at the PSMC Tucson Meeting. The Way Forward Assess the needs of the potential users.
Further develop the one-stop shop concept. Leverage existing Diminishing Manufacturing Shortages Knowledge Sharing Portal (DKSP) capabilities. Capture the business processes, applications, systems and resources used by the intended users of the Portal. Determine user needs and requirements as it relates to “parts selection”. Phase 1 of recommended approach was to initially focus on the activities and functions owned or closely associated with the DSPO. Leverage existing information and data resources provided by the DKSP. The development of this system requires the involvement of the following committees, government agencies, and industry partners that are considered stakeholders in this system. Therefore the most critical element in Phase I, is capturing what our intended users currently utilize to make a parts selections. How do you do this? We’re heading a massive campaign to solicit interviews with engineers that perform parts selection as a normal function of their jobs.

Interviews Interview industry and government. representatives to understand their needs. Interviewees must perform “part selection” as a component of their day job. Interviews will be done in individual one-on-one sessions by a trained facilitator. Information collected will be used to: Determine the needs of the potential users. Support design and development of the Portal. Develop the user requirements for the Portal. Information provided will remain confidential. Automated Part Acquisition and Research Tool (A-PART) In order to achieve this multi-facetted goal, there must be a clear understanding of the business processes, applications, software, systems, data elements and resources used by the intended (potential) users of the Portal. The interviews will permit open discussions regarding business processes, Parts Management Plans, enhancements to existing tools and software applications, and suggestions for improvement. The responses from interviews, focus groups, and open discussions with interviewees (subject matter experts) will be used to asses the functionalities and tools needed to help make more informed decisions.
