Proposed Admin Code Revisions
Section 5.601 (d) Requirements for New Landscape Meters (6) Each landscape area requires its own dedicated meter Multiple meters serving a single landscape irrigation system are not allowed. (e) Special Conditions “After October 1, 2015, all projects requesting a water supply assessment that will increase water demand ten acre-feet per year or more above what was assumed in the General Plan used to develop projections in the most recent Urban Water Management Plan will be required to offset the demand increase with a new water supply or conservation.” .”

Implementation Offset will be applicable to any project with a Notice of Preparation dated after October 1, 2015 Offset will be conditioned at the plan of service stage Water Supply Assessments will include requirement for offset Fees paid or actions verified at the time of construction

Compliance Options Offset requirement can be met:
Through reduced demand in the project EMWD approved list of devices/actions By funding addition conservation/water supplies Through a reduction in water use at a project owned by the same developer Must be developed before or near the same time as the proposed project

Landscape Meter Restriction
Multiple meters serving a single landscape irrigations system cannot be provided with accurate budgets. Revision allows for outdoor water allocation and tiered rate application.
