A History of Ryan White Funding
Past funding has come from the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act passed by Congress in Reauthorized in 1996 and In 2006, Congress revamped the CARE act into the Treatment Modernization Act Now transitioned to the Ryan White Treatment Modernization Act passed in December 2006, the program was renewed in 2009 to the Ryan White Treatment Extension Act of 2009. The Modernization Act has four funding types for HIV/AIDS- related services: Part A: Emergency relief grants to cities Part B: Care grants to states including ADAP Part C: Funding for early intervention services (clinics) Part D: Funding for women, children and families 4

What is an EMA / TGA? EMA = Eligible Metropolitan Area
TGA = Transitional Grant Area EMA = Eligible Metropolitan Area The Extension Act funds Part A jurisdictions: Eligible Metropolitan Areas and Transitional Grant Areas (EMAs and TGAs), defined as: Having at least 2,000 new AIDS cases in last 5 years; 3,000 living AIDS cases and a population of at least 500,000= EMA, less that those figures=TGA There are currently 52 Part A jurisdictions in the United States and Puerto Rico

About New Haven / Fairfield Counties EMA
Population of EMA is 1,807,523 approximately 50% of population of Connecticut (3,574,097). New Haven/Fairfield has approximately 6,183 HIV/ AIDS cases—More than 50% of all Connecticut cases. Approximately 70% of the EMA’s HIV/AIDS cases are African American and Hispanic individuals (prevalence). New HIV cases (incidence) is young Hispanic and African American Men who have Sex with Men (MSM)

Designated by CEO to distribute Part A funds Awards money based on what Planning Council directs through the Council’s annual Priority Setting and Resource Allocation process Monitors each service contractor Participates in Planning Council meetings to provide data and input into Part A funding process HRSA CEO Recipient PC

What is the purpose of the Planning Council?
Determine service priorities within the EMA based on data Develop a resource allocation based on data Develop a comprehensive plan for service delivery Assess the administrative mechanism in fund distribution Monitor overall spending by service category Monitor overall quality of services by service category 100

Committee Responsibilities Membership/Finance (Mem/Fi)
Membership/Finance Committee Responsibilities: To ensure that Ryan White Office provider contracts are processed expeditiously and payments are made in a timely fashion to assure service continuity. Monitor expenditures by service category. Secure and maintain a list of potential Planning Council members as well as make certain that the membership of the Council is reflective of the epidemic in the EMA and HRSA mandated representatives. Maintains membership by: recruiting new members, offering orientation, assigning mentors, teambuilding and monitoring attendance requirements. Participate in the resource allocation process. Reconcile the EMA’s notice of grant awards.

Committee Responsibilities Quality Improvement (QI)
Quality Improvement Committee Responsibilities Develop a Quality Management Plan to set forth the Council’s expectations for health and service delivery to people living with HIV/AIDS in our EMA. Establish and review the standards of care. Participate in the Priority Setting and Resource Allocation process.

Committee Responsibilities Strategic Planning and Assessment (SPA)
Strategic Planning and Assessment Committee Responsibilities Annually determine the EMA’s priorities and resource allocation in conjunction with the Membership/Finance Committee and in accordance with the Comprehensive Health Services Plan. Develop a Comprehensive Health Services Plan that includes blueprints for a) council operations and b) HIV/AIDS service delivery in the jurisdiction. Conduct annual needs assessments to determine health care needs of people living with HIV/AIDS in the EMA. Review and update bylaws and service category definitons annually. Participate in the Priority Setting and Resource Allocation process.
