Parameter: A property that is measured or observed (primary data) Indicator: A parameter or value derived from a parameter; which points to, provides information about, or describes the state of a phenomenon, environment, or area with a significance extending beyond that directly associated with a parameter value - An indicator is a quantitative measure of an impact without stating whether the change itself is positive or negative - An indicator must : reflect changes be reliable and reproducible - It should be linked to policy goals Index: A set of aggregated or weighted parameters or indicators 10.
