Sample Siting Plans under the Revised Total Coliform Rule
Rick Hiers, SC DHEC SCRWA RTCR Compliance Workshop Florence, SC • January 20, 2016 Specific requirement under RTCR
2
Sample Siting Plan (SSP) Topics
SSP as part of Standard Operating Procedures (SOP) for coliform monitoring SSP requirements under Revised Total Coliform Rule (RTCR) SSP components 1. SSP is just a document that specifies where and when coliform samples will be taken, but are part of overall SOP. SOP is system’s, required by regs, under O&M section, but will include lab’s procedures. Communication is key – have each others procedures 2. Anything new?
3
SOP for Coliform Monitoring
Written document Components SOP review/revision tracking sheet w/signature & date lines Title page with water system name & number, date prepared SOP contact person and contact information Purpose of SOP – Instruct, comply Lab needs to know about revisions that affect them
4
SOP Review/Revisions Tracking Sheet
Date Reviewer Signature Revisions Made Whenever necessary, but at least annually System & lab should both have revision sheets for their procedures.
5
SOP for Coliform Monitoring
Components Sample collector Water system Commercial laboratory, other contracted party Include contract in SOP, give copy of SOP to contractor Laboratory that will be performing the analyses Contact information Sampling /analytical specifics Repeat samples within 24 hours E. coli analyses for all total coliform positive (TC+) samples GWR-triggered well samples within 24 hours Several combos of collecting, analyzing: system/system, system/contract lab, contract lab/contract lab, other/contract lab
6
SOP for Coliform Monitoring
Components Site selection Easily accessible (dedicated taps are ideal) Representative Avoid Swivel/leaky faucets Commercial/janitorial sinks Spigots close to ground Inside-threaded spigots Upward-pointing spigots Aerators/hoses Sample Siting Plan
7
SOP for Coliform Monitoring
Components Sampling protocol Sample collection equipment Sample collection procedures Bottle filling Chain-of-custody Other parameters to collect Results tracking Notification Procedures DHEC (contact information) Consumers Violations Boil water advisories and notices Video on coliform sampling coming up next
8
SSP Requirements Written SSP that identifies: Sampling sites
Routine samples Repeat samples Ground Water Rule-triggered well samples Sampling schedule We’ll discuss repeat sample sites in a couple of slides
9
SSP Requirements Sites and schedule must be representative of water throughout the distribution system SSP is subject to State review and revision DHEC is not requiring SSPs to be submitted DHEC will review drafts, but not at the 11th hour Maintain on site, DHEC will review during sanitary surveys Must sample according to plan Complete no later than March 31, 2016 If have to move ( frozen, etc.), go to closest good site, note on form. If permanent move, revise SSP.
10
Representative Sampling Sites
Ensure that there is no place in the distribution system where coliform contamination could persist undetected Consider Entry points Population densities Pressure zones Distribution treatment locations Water demand Dead ends Other potential problem areas
11
SSP Components Title with water system name & # Purpose
General system information SSP contact person and contact information Water source Type of disinfectant added Booster disinfection?
12
SSP Components General system information Approximate number of taps
Approximate population served Minimum required number and collection frequency of routine total coliform samples Same day for <6 samples/month, spaced throughout month for > 6 samples/ month Actual number and collection frequency of routine total coliform samples
13
SSP Components List of sampling locations Numbered Physical addresses
Latitude/Longitude Other descriptor Routine sites (designate rotational sites) Repeat sites (or state TC+ site, within 5 taps upstream of TC+ site, and within 5 taps downstream of TC+ site) Triggered well sites under GWR (if applicable)
14
SSP Components Map of distribution system
Routine sample sites (rotationals) Repeat sample sites (if specific locations chosen) GWR-triggered well sites (if applicable) Other features Entry points Tanks Distribution treatment facilities Pressure zones Hydrants/blow offs Pipe sizes and materials Small – hand drawn; Large - GIS
