South-West Monsoon Forecast for 2015
1st LRF by IMD (dated 22 April 2015) Quantitatively, the monsoon seasonal rainfall is likely to be 93% of the LPA with a model error of +_ 5%. (LPA for the period is 89 cm) 2nd LRF by IMD ( dated 2 june 2015) - Quantitatively, the monsoon seasonal rainfall is likely to be 88% of the LPA with a model error of +_ 4% of the LPA in North-East India with a model error of +_ 8%. Press release of IMD dated 22 June 2015 (mid day) ; monsoon advanced into some parts of Bihar; the NLM passes through Bhagalpur, Supaul; condition favorable for further advance in next 3 days; Scanty rain on 22nd june. Delay of monsoon by two weeks. LPA- Long Period Average

Use of Diesel Subsidy for sowing and transplantation to increase coverage Contingency Crop Plan for uncovered area-supply of seeds Coverage through alternate crops

Removal of all mechanical defects Maintenance of a stock of common spare parts and four standby motor pumps for tube wells in every division Replacement of transformers where no other defect Tube well operator on every running tube well – full time. Energisation of new tube wells Monitoring of duration of Power Supply to Tube well. Monitoring of water table of small reservoirs like ponds etc.

Strategy (W.R.D) (Directions given in CMG Meeting on 19.06.15)
Taking water to the last km in tail end of canals by removing silt and repairing banks and by enforcing rotation, if needed Regular Reporting about identified waterways at tail end Taking help of district administration to enforce rotation or prevent abuse of water in upper reaches DMs asked to report if water does not reach the tail end Monitoring of water table of reservoirs

STRATEGY (Energy Department)
Assured power supply to Rural Areas for 6-8 hours within fixed hours Publicity about fixed hours through newspapers/radio Control Room for receiving complaints about non-supply

Strategy for other Departments
All hand pumps to be repaired (PHED). Areas where hand pumps are not available or may dry up should be identified and new hand pumps installed there in one month on priority basis (PHED). Self of Employment generating schemes should be kept ready (RD). Direction has been given to Food & Consumer Protection Department to insure to keep 2 Quintals of grains in every Panchyat in Rural Area and every ward in Urban area under Shatabdi Annkalash Yojna (DMD & Food Deptt). Rates & supply destination of fodder should be decided / identified (AHD).
