History of Caribbean Integration
17th Century: Process of uniting Caribbean proposed as UK cost-saving device. 1938: Political leaders of the Caribbean unequivocally committed to federation. 1945: Regional leaders meet to discuss federation (M supports/B absent). 1947: Bustamente argues that federation of poor countries is nonsense. 1958: Federation inaugurated. 1961: Jamaica votes to leave; Trinidad follows on 1 from 10 logic. 1968: CARIFTA formed followed intellectual intervention of Demas (1965). 1968: Jamaica/Barbados reject proposal for BWIA to be regional airline. 1973: 10 Caribbean countries sign Chaguaramas ushering in CARICOM. 1978: Trinidad backs out of co-production agreement (Venezuela oil). 1981: 8 countries/territories from Eastern Caribbean form OECS. 1989: Grand Anse declaration creates CET. 1992: West Indian Commission proposes CSME. 2005: CSME arrives, as does CCJ, but as trade, not appellate court. 2008: Trinidad and Tobago and seven OECS discuss political union. 2008: CARIFORUM (CARICOM and DR) and Europe Commission sign EPA.
