State IAP Operational Period: to General Operating Objectives: Support Re-entry Operations. Support Human Services operations. Develop extended shelter plan. Restore Critical Infrastructure. Continue Logistical operations. Develop an Emergency Fuel Strategy. Coordinate operational support to Task Force Florida Planning Assumptions: The operational area will be split between south Florida, the Panhandle, and Mississippi. Search and Rescue operations will be lengthy and difficult. The availability of resources is in short supply nationally. Due to the size and scope of the event, resource outsourcing will likely be required. Due to the multiple operational areas, resource support must be well coordinated among. Evacuees from other States will likely be in Florida over a prolonged period of time and will require an alternate approach to sheltering.

Engine Strike Team 3 and Region 1 Mutual Aid Radio Cache Unit Biloxi: FL Task Force 3, 4 and 8, Water Rescue from Task Force 9, Engine Strike Team 1 and Region 2 Mutual Aid Radio Cache Unit Pascagoula: FL Task Force 5, Water Rescue from Task Force 3, Engine Strike Team 2, Region 5 Mutual Aid Radio Cache 3 Engine Strike Teams are en-route to Mississippi ( 2 to Harrison County, 1 to Stennis) Working request for replacement of 4 & 9 personnel

102 EMS personnel are now operating out of Stennis Space Center in MS. EMS strike teams consist of 46 ambulances, 9 command vehicles, 2 special operations vehicles and 3 support vehicles. 6 Regional Emergency Response Advisors (RERAs) continue to support field operations related to assessment and coordination of health related missions 2 ESF-8 liaisons deployed (08/31/05) to the Mississippi SEOC in Jackson. 1 Nursing Assessment team rostered (Consists of 1 Nursing Supervisor, 5 RNs, 1Clerical Support. 6 SpNs teams rostered. Health Coordination Team continues to coordinate hospital and SNF search and rescue activities. Additional deployment teams being identified behavioral health, epidemiology, CISM, PIO

ESF-6: Sheltering 1,147 evacuees in 10 shelters in 10 counties. Host shelter plan developed. A 3 person ESF-6 EMAC team departing for Stennis this morning. Liaisons from TSA and ARC will join the team there. ESF-11: EMAC missions to Mississippi: 251 trucks of water and ice arrived at Stennis NASA Center. Baby food and formula en route; formula should start arriving this evening. ESF-15: Hot Line and Website operational. Database for donations under development; waiting for Warehouse/Point of Distribution (POD). ESF-17: Incident Management Teams for South and North Florida have been demobilized. ESF-17 State Agricultural Response Team (SART) being deployed to Mississippi.

ESF-6: Shower units appear to be unavailable. Vendors are checking with branches in distant parts of the country to see if any can be found. Miami-Dade and Broward Counties lines at open stations; fuel supplies about normal. Numerous fuel requests from Florida Counties, School boards, and Municipalities Per AAA, Escambia County has about 60% stations w/o fuel and 25% running low; other panhandle counties have mostly spot-outages. Red Dye Diesel waived for road use in FL, AL, MS and LA. Fuel available at Milton and Crestview FDOT Maintenance Yards for first responders deploying to (or from) Mississippi Area of Ops. DEP, FDOT, FWC and SERT Logistics preparing fuel strategy.
