OVERVIEW Experience on the ground shows that the agriculture, healthcare, water policies, and education programmes continue to be essential in the NKFC target areas for the reduction of poverty increasing numbers of villagers are enrolling in the programmes; requesting seeds, wells and latrines. NKFC is working progressively with each group of villagers to cover the 14 villages. We focus our attention on those with greatest need, but it is difficult for our staff to draw the line on who to include as even the highest standard remains very low. The NKFC programs have been successful in motivating the villagers to become more involved in the training process. NKFC should continue to work with the people in enabling them to regain sustainable and independent lives by providing educational workshops and skills training facilitated by the provision of basic essentials such as latrines and wells.

2.0 KEY BACKGROUND INFORMATION
2.1 Introduction NKFC began its fieldwork in January 2000 with an approved proposal for a three year programme to December 2002, initially targeting 7 of the poorest villages in the District of Banteay Srei, still under the control of the Khmer Rouge (these were settlements of displaced families from the borders). NKFC ground work was facilitated by the negotiation and help of General Tuon Chhay who was then the Governor of Siem Reap. The second phase began in January 2003 when 7 additional villages were added to the NKFC programme, (these were existing villages to which the original population had returned) and lasted until April 2006 when NKFC entered its third phase, for another three years.
