Considerations for CSP
We consider services that have been tendered under a competitive process for SEAI funds as traded income. These organisations then notifies the SEAI a house to be insulated and when works are complete and certified, the money is drawn down as payment for the works/service carried out under a charging and pricing arrangement agreed at the SEAI contract tender stage. We also consider fees for services under early years’ as traded income as the organisation does not receive grant in aid to provide child-care for the DCYA. Rather, the fee or capitation follows the status of the parent or the child and therefore, the early years’ service provider must conduct an economic transaction with the parent.

They are normally generated through traded income or other independent income stream i.e. free reserves. Reserves exclude programme funds (restricted reserves) received from government through Pobal.
