BACKGROUND DPW/(PMTE) is a national custodian and manages an extensive property portfolio that comprises registered and unregistered land parcels on which improvements are located (buildings and structures) across 52 client departments countrywide in order to make a contribution towards the State’s service delivery objectives. DPW has verified properties that were in scope for the Immovable Asset Register (IAR) Enhancement Programme. This exercise was undertaken to ensure the IAR provides reliable data to enable the Property Management Trading Entity (PMTE) to perform required portfolio analyses. The IAR serves as the primary source of data for all property related activities or transactions. During April 2016, the PMTE initiated the migration of the rebuilt IAR data (with portfolios of evidence for property holdings and related information on condition assessments), into an integrated asset management solution. This will significantly improve PMTE’s ability to manage and maintain its asset register whilst integrating with related property management activities in line with leading best practices, norms and standards in the real estate management industry. DPW is able to determine its property portfolio, confirm existence, high level condition assessment of properties, significant components, users of properties as verified and validated through the physical verification project. DPW applied a Deemed Cost Model in order to eliminate assets recorded at R1 and determine carrying amounts/the value of immovable assets under its custodianship. As a result, the total value of immovable assets was disclosed as R112 billion as at 31 March Therefore, it is clear that this Department manages a substantial asset portfolio which will assist in strengthening South Africa’s balance sheet.
