5 General Objective To impart a greater sense of awareness among employees of the security threat to the Port Facility

6 Specific Objectives To raise the awareness among employees of the threat of undesirable persons loitering outside the Port Facility To practice security staff in the procedures for handling undesirable persons outside the Port Facility premises To practice personnel identification and verification procedures Meet or better the specified benchmark response times for this drill

7 Required Attainments Security staff will be able to:
Detect persons loitering outside the Port Facility Security Challenge and deal with persons loitering outside the Port Facility in accordance with the Port Facility’s security instructions Challenge and deter “loiterers” in accordance with the Port Facility’s procedures for personnel identification and verification

10 Scenario A terrorist cell is planning an attack on installations They are presently conducting surveillance of potential targets All security personnel are to be especially vigilant over this period

11 Controller Mission To conduct surveillance of the Port Facility from outside the premises

12 Controller Tasks Commencing near the Port Facility entrance, the scouts are to walk slowly around the perimeter Pause frequently to chat and look towards installations in the Port Facility Loiter at entrances to the Port Facility

13 Controller Tasks Do not make any attempt to conceal yourselves Do not carry any identification documents with ou Carry the “Letter of Identification” and tender it if harassed

18 Safety Safety Officer: Physical safety of personnel is paramount
There is to be no physical contact between participants and controllers acting as intruders, etc. Security staff are not to use abusive language when talking to controllers acting as “intruders” Do not neglect the safety of equipment
