PSAA General Authority PSPA Emergency Situation PPRA Crime Scene Police Service Administration Act 1999 Legislative authority to perform the duties required to protect the community of Queensland and the administration of the laws and detection of offenders….. NB: 2.3A Presence of police officers at fire or chemical incident (1) On receiving information of the occurrence of an incident requiring the attendance of fire authority officers, the commissioner or the police officer in charge, at the time, of the police station nearest to the location of the incident must immediately send as many police officers as are considered necessary to preserve order and to help at the incident. (2) In this section-- incident means-- (a) a fire; or (b) a chemical incident under the Fire and Rescue Service Act 1990. fire authority officer means a fire service officer under the Fire and Rescue Service Act 1990. DOES NOT NOMINATE BOMBING Public Safety Preservation Act 1986 Can only be used to manage a high risk situation, once the risk not longer exists and the matter can be dealt with under the DMA declaration the PSPA must be revoked. Disaster Management Act 2003 Declaration under this act is to enable disaster and recovery operations to be conducted. The declaration does not impact on the existing PSPA declaration / boundaries. Should a disaster declaration be in existence, the DMA does not limit the invoking of a separate declaration under the PSPA to manage a separate incident inside the boundaries of the existing disaster declaration. Police Powers and Responsibilities Act 2000 Crime scene remains in force for as long as authorised by Supreme Court Warrant or Magistrates Warrant. DMA Response and Recovery

Public Safety Preservation Act 1986
“Emergency Situation” means – (a) any explosion or fire; or (b) Any oil or chemical spill; or (c) any escape of gas, radioactive material or flammable or combustible liquids; or (d) Any accident involving an aircraft, or a train, vessel or vehicle; or (e) Any incident involving a bomb or other explosive device or a firearm or other weapon; or (f) Any other incident “emergency situation” means— (a) any explosion or fire; or (b) any oil or chemical spill; or (c) any escape of gas, radioactive material or flammable or combustible liquids; or (d) any accident involving an aircraft, or a train, vessel or vehicle; or (e) any incident involving a bomb or other explosive device or a firearm or other weapon; or (f) any other accident; that causes or may cause a danger of death, injury or distress to any person, a loss of or damage to any property or pollution of the environment, includes a situation arising from any report in respect of any of the matters referred to in paragraphs (a) to (f) which if proved to be correct would cause or may cause a danger of death, injury or distress to any person, a loss of or damage to any property or pollution of the environment.

Disaster Management Act 2003 s.13 Meaning of Disaster
A disaster is a serious disruption in a community, caused by the impact of an event, that requires a significant coordinated response by the State and other entities to help the community recover from the disruption. In this section – serious disruption means - Loss of human life, or illness or injury to humans; or Widespread or severe property loss or damage; or Widespread or severe damage to the environment. Division 4 Interpretation Subdivision 2 Particular definitions 13 Meaning of disaster (1) A disaster is a serious disruption in a community, caused by the impact of an event, that requires a significant coordinated response by the State and other entities to help the community recover from the disruption.
