John Locke Wrote: Two Treatises of Government (1689) Main Ideas: We are born with rights that cannot be taken away: life, liberty, and property (natural rights). If a government does not protect these rights, its citizens can overthrow it.

Baron de Montesquieu: Wrote The Spirit of the Laws Main Ideas: Government’s power should be separated to protect people’s rights (separation of powers). Each branch of government should check the other branches’ power (checks and balances).
