July 6, 2011: Planning Commission reviewed Design Review Permit; vote—2:2 deny
September 7, 2011: Applicant requested Planning Commission reconsider Design Review Permit; presented design changes; voted to direct staff to return with a resolution of denial
September 21, 2011: Planning Commission vote– 3:1:1 deny
November 15, 2011: City Council denies appeal and directs staff to consider Werner Associates design
September, 2006: Settlement Agreement
April, 2009: Council discussed replacement rather than remodeling
June, July, November, December, 2010: Council discussed replacement
March 22, 2011: Downtown Restroom Sub-Committee formed
May 3, 2011: Council approved contract with Romtec for the pre-fabricated restroom facility

May 9, 2012: City extends invitation to Bid on Downtown Public Restroom
June 12, 2012: Bids are received from four General Contractors
July 10, 2012: Proposed action that City Council accept Bid and authorizes City Manager to execute agreement with John Pope Construction
July 23, 2012: Assuming bonds and contract, City issues Notice to Proceed
Winter 2012/2013: Construction complete

4. Bids Received for Sausalito Downtown public Restroom
The City of Sausalito received four sealed bids for the Downtown Restroom Project:
John Pope Construction $723,000
CF Contracting $728,000
AE Nelson Construction $740,000
HM Construction $499,950
HM requested to withdraw after noting an error.

5. Breakdown of Costs (based on low bid not withdrawn)
Site Work, Landscape and ADA Accessibility Improvements: $130,500
Area of Site Work is approximately 2650 SF
Earthwork and Excavation
New Concrete sidewalks
Landscaping
Re-striping and pavement markings in Lot 2
Restroom Specific Construction: $537,400
Area of Restroom including access path of travel is 878 SF
Exterior brick veneer (similar to Public Safety Facilities)
Interior full height ceramic tile
Standing seam roofing with 20 year warranty
Durable plumbing fixtures
Bus Shelter Construction: $56,000
Area of Bus Shelter including approach pad is 112 SF
Glazing
Weather resistant roofing materials

7. Ongoing Costs and Issues
Temporary Restroom Rental Costs - $900/month
Loss of parking -- 5 spots taken by temporary restroom located on Humboldt St. behind the Bank of America
Appearance and Convenience for visitors and businesses
Budget
Staff recommends that a supplemental appropriation of $10,000 be made to allow for 5% contingencies such that a total project budget of $760,000 be available for completion of the Project
Further, Staff recommends that $150,000 appropriated for project number (City Hall Elevator Upgrades) be de-funded and used to backfill project number to ensure timely delivery of non-Project capital improvements in that budget category.

8. What are the City’s next steps?
Immediately after Award, Staff will work with Werner Associates Architects, and John Pope Inc. to identify potential savings without compromising the quality or the durability of the project. Aspects of the Project that we will look to value engineer include:
Structural construction
Roofing
Interior Finishes
However… we will keep the long term use and durability as our main focus. With that focus in mind, this Restroom will last the City of Sausalito another 50 years!
