3 ‘All Together Now’ Report
Whole Systems Commissioning for Councils and the Voluntary Sector

4 Whole Systems Commissioning
Putting the person at the centre of the commissioning process Collaboration between commissioners and providers Collaboration between providers

5 Putting the person at the centre
“We need to go to the community directly, ask what they want, and establish a meaningful dialogue” “Start with what he has rather than what he has not”

6 Collaboration between commissioners and providers
“Better collaboration from both sides is needed” “We need to make the case for engagement in a cycle”

7 Collaboration between providers
“The reason people fall through the net is because they are signposted to so many different people and no-one takes responsibility” “It is difficult to expect partnerships to continue to run when not funded to do so”

8 RECOMMENDATIONS Make social value more than a 'duty to consider' and, where more appropriate, continue to provide grants for lower value, specialist contracts. Continuous ongoing dialogue between all partners. Commissioners need to incentivise whole system behaviour.
