Sustainability Notes on Philippine CLCs
CLCs are presently manage by The Department of Education, through its Alternative Learning System Local Government Units (LGUs) Non-government organizations (usually with funding from international and local donors) Volunteer groups Community cooperatives Volunteer groups, e. g. women’s clubs, youth clubs, mother’s clubs, senior citizens groups , church groups, etc

Sustainability Mechanism: Strategic Decentralization Approach
1. Positive policy environment, notably the Local Government Code 2. Mobilization of financial resources National/local level– “buy one take three” – triples the fund base– donor, business group (CSR) and local government unit (LGU) funds from: Special Education Fund Local School Board Funds Gender and development budget (GAD) Internal revenue allocation (IRA) 3. Partnerships with universities/ academic institutions which has 3 major functions: Instruction Research Extension National Service Training Program (NSTP) community immersion of students as an alternative to military training in school Recognition of community initiatives (e.g. regular awards)
