Focus on Energy Overview

What is Focus on Energy? A partnership of all of Wisconsin’s investor owned utilities (WPS, Xcel Energy, Alliant Energy, We Energies, etc.), as well as most of the state’s electric cooperatives and municipal utilities Utilities participate for electrical savings, natural gas savings, or both A single statewide energy efficiency and renewable energy program, rather than separate programs in each utility territory

History of Focus on Energy
Energy Efficiency in Wisconsin Utility provision of energy efficiency services in 1980’s and 1990’s Wisconsin Act 9 (1999) created statewide public benefits program Programs rolled out in July (2001) Wisconsin Act 141 (2005) Energy Efficiency in Wisconsin: Utility provision of energy efficiency services in 1980’s and 1990’s Successes and Challenges: Solid savings and model programs in some areas Confusion for market providers and customers Discussions of restructuring meant that energy efficiency might fall by the wayside Stakeholders agreed a better strategy was necessary Wisconsin Act 9 (1999) created statewide public benefits program Administered by DOA - Energy Division Third party program administrators Established funding level Programs rolled out in July 2001: Business Residential Renewables (Spring 2002) In 2005 Focus on Energy needed changes: Budget susceptible to funding diversions Lack of integration with Public Service Commission (PSC) Focus on Energy results not part of planning for state’s future energy needs Recognition that Wisconsin needed a more aggressive approach to energy efficiency Wisconsin Act 141 (2005): Overall administration moves to the PSC, which is also required to approve contract and Program Administrator selection Utilities created SEERA (Statewide Energy Efficiency & Renewables Administration) to contract with Focus administrator Funding is set at 1.2% of IOU revenues and $8/meter for municipal electric utilities and cooperative electric utilities Utilities deposit funds in a private sector account protected from diversions Eligibility states that WI customers are eligible for certain measures if the measures save a fuel type purchased from a participating utility Municipal Electric Utilities and Cooperative Electric Utilities have the option to join Focus on Energy or run individual programs, but are now required to report on achievements Options for utilities and large customers to operate programs began in 2009 PSC cannot require utilities to do additional energy efficiency

What does Focus on Energy do?
Assists Wisconsin residents and businesses in identifying and implementing energy efficiency projects Offers unbiased information and technical assistance to participating utilities’ electric and/or natural gas customers Provides financial incentives for energy saving projects that would not otherwise occur

AgSG Program Eligibility
Eligible Customers include: Dairy and livestock operations, crop farmers, greenhouses and nurseries Tribes, federal, state, county and municipal entities including water and wastewater K-12 schools, colleges, and universities Incentives available for customers of qualifying electric and natural gas providers Propane, wood heat, and fuel oil not eligible Agriculture, Schools and Government Program Facilities under 1,000 kW of annual demand Wastewater Facilities that treat less than 10 million gallons per day

Getting Started… Work with your Trade Ally to assess your building systems Trade Ally will conduct a facility walk- through to determine which measures will benefit your equipment and systems operation Adjustments made immediately on- site or within days of the appointment Measures can only be applied for once every five years

Comprehensive Lighting Initiative (CLI)
All AgSG customers eligible Lighting projects including LED technology and lighting controls are eligible Must retrofit a minimum of 50,000 ft² or 75% of a building Increased incentive rate of $0.10/kWh saved Preapproval required Existing building retrofit only Take control of your space with the Comprehensive Lighting Initiative (CLI). Advanced control strategies can effectively save energy by turning off lights at certain times or dimming fixtures. By upgrading your lights to energy efficient fixtures, will allow you to realize greater savings when installing controls with your new LED technology.

Maximize the Focus on the Energy Program
Start talking with your Energy Advisor while in the planning phase of your project Invite your Energy Advisor to upcoming project planning meetings Include Focus on Energy language in your RFP to ensure your trade ally contractors use qualifying energy efficient equipment Planning equipment upgrades? Enhance the efficiency of your building and save money on your utility bills for years to come. Focus on Energy can help build your facility’s energy efficiency strategy. Start talking with your Energy Advisor while in the planning phase of your project to incorporate energy efficiency and allow plenty of time for preapproval. Take advantage of their third party, technical expertise in order to maximize your energy savings and the return on your investment. Work with your Energy Advisor to ensure you pick qualifying equipment that allows for the most energy savings for your facility. Custom incentives are eligible for projects that have savings above and beyond a prescriptive one-for-one equipment replacement. They are based on estimated first year energy savings associated with a project/ technology. Work with your Energy Advisor to receive pre-approval prior to installation. For example: You are replacing your boiler and controls. There is a prescriptive incentive for the boiler, however modulating the hot water temperature for the controls is a custom incentive. This proactive control strategy will allow you to realize greater savings and a larger incentive by processing the application as a custom project. Your Energy Advisor will help determine which projects are custom or prescriptive. Invite your Energy Advisor to upcoming project planning meetings. Include Focus on Energy language in your RFP to ensure your trade ally contractors know you expect them to use qualifying energy efficient equipment.
