General Objective To impart a greater sense of awareness among employees of the security threat to the Port Facility

Specific Objectives To raise the awareness among employees of the security threat from the seaward approaches to the Port Facility To practice suspicious vessel identification and verification procedures To practice security staff in the procedures for handling vessels loitering near the Port Facility Meet or better the specified benchmark response times for this drill

Required Attainments Security staff will be able to: Detect vessels approaching the Port Facility from seaward Recognise undesirable or suspicious activity by vessels near the Port Facility Interdict undesirable activity that may be detrimental to the Port Facility

Scenario A terrorist cell is planning a sea borne attack on port installations They plan to use divers to destroy a key seaward installation in a Port Facility with limpet mines All security personnel are to be especially vigilant over this period

Controller Mission To simulate the launching of an underwater attack on a key Port Facility seaward installation by divers

Controller Tasks To proceed at slow speed to the Port Facility To loiter off the Port Facility to simulate divers deployed Do not carry any identification documents with you

Controller Tasks Be prepared for intervention by State security forces Carry the “Letter of Identification” and tender it if questioned

Alternatively, the final briefing may be done by telephone 004 1330 Controllers at respective positions

Safety Safety Officer: Physical safety of personnel is paramount
There is to be no physical contact between participants and controllers acting as, loiterers, etc. Security staff are not to use abusive language when talking to controllers acting as “intruders” Do not neglect the safety of equipment
