BEFORE AB109 Target populations: Program Structure:
Low security risk inmates Program the ideal inmate, more compliant Short term sentences Lower jail population Program Structure: Open in/open out Completion criteria not clearly defined Often the same inmates repeatedly participating in programs Cecil

Title 15 mandates with a twist: Longer term sentences More sophisticated inmates Increase in jail population Operational limitations of jail facility Cecil

AFTER AB109 Target populations now include felony inmates:
All ranges of security classification Risk to reoffend medium to low-high Stage/readiness to change or engage in programs Program Restructuring: Develop and/or implement curriculum to address longer term sentences Clearly define completion criteria Implement programs to address criminogenic factors: Attitudes, values, and beliefs Thinking (cognitive) errors Basic needs, housing, employment, education Cecil

Assembly Bill 109 Sentences that would previously have been served in prisons were now served in local jails Oversight was transferred to local Probation agencies from Parole Each county was tasked with creating a Community Corrections Partnership (CCP) Diane
