Techniques – Strategic Approach
Communication: one person per authority (Primary Liaison Point). Contact both Strategic (Chief Executive, formal letter) and operational (through workshops and other presentations). Include key stakeholders on Project Board (e.g. Business representation, Local Authority coordination body) so that they can in turn mobilise people. Ownership of formality remains with authority.

Guidance, including Flowcharts, Roadmaps… Website updates Notes for “Cut and Paste”, briefings... Necessary to focus on core message, whilst delivering across a variety of audience and media.

Lessons Learnt Start as early as possible: it takes longer than planned! Complexity in managing Competent (non-local) authorities – discussing whether or not “in scope”. Better results when potential costs are mentioned. Issue in information flow from strategy to operational – complementary presentations in external Licensing Training groups (for officers who deliver the licences) helped a lot.

Lessons Learnt Collaboration with Local Authority Coordination, or Regional Bodies is helpful: demonstrating our consultative view Dedicated resource is very useful to follow up and encourage authorities to engage. Need full time position! Readiness Levels useful in monitoring progress and setting checkpoints.
