1 USACE Standardization of Navigation Infrastructure
Smart Rivers Conference USACE Standardization of Navigation Infrastructure Andy Harkness, P.E. Inland Navigation Design Center September 2017

2 Standardization for Navigation Facilities
~240 Inland Navigation Projects $200 Billion in Navigation Assets

3 USACE Priority: Standardization of Navigation Infrastructure
Focus on 100-year implementation to save future O&M costs Organizational Commitment Enterprise approach Asset Management Philosophy Three target areas: Components, consumables, systems, i.e. Parts & Supplies Inspection and assessments New tools and Data models (BIM)

4 Guiding Principles Planning for the Next 100 Years
Enhances navigation system performance Consistency in facility usage for customers Reduce Life-Cycle Costs Improve Sustainability Reduce inventory and storage requirements Optimize components for reliability and ease of replacement Efficient contracting Standardize repair by eliminating site specific designs Reduce training needs Leverage Technology BIM (Building Information Model) Focus R&D efforts

5 Standardization of Navigation Infrastructure Implementation
START SOG Focus Area (National Priorities) Study, Evaluation and Endorsement Review and Approval (Performance Metrics, ROI) Prepare Documents for HQ - Issue Guidance to Field Knowledge Management, EMs/Policy Next Focus Area USACE Senior Leadership Senior Oversight Group Inland Navigation Design Center Inland Navigation Design Center will lead and build a joint integrated team Establish a national standardization framework Senior Oversight Group (SOG) for long-term focus Lots of vetting and discussion within the organization Rollout New Technology Building Information Modelling FEM/Maximo Remote Sensing Future AM Tools

6 Implementation Considerations
Determine life-cycle management system Determine most common problems across navigation system How and what to standardize - by river, geographic area, areas of responsibility (MSC), component, etc Determine applications for repair, inspection, evaluation, design, and knowledge management Balance innovation with standardization

7 Interactive Design Tools
3D Design space helps but… There are better collaboration tools for teams to use.

8 Computer-Aided Virtual Environment (CAVE)
Projection of 3D Model on the Screen Cameras to Display the Image 4-Sided Screen Review Monthly Review Meetings with Operations (Chiefs, Structural Maintenance Crew, Lockmasters, Divers) Changes ed with 3D Adobe PDF’s BCOE Review in 4-Sided Virtual environment Results Very productive dialogue = better operable/maintainable design Incorporated changes early in design vs. last minute changes

9 3D Printing for Practical Use
Entire 3D Model Print 3D Print Scale Bulkhead recess slots for Emsworth Lock All parts and pieces used in construction printed Allows rapid understanding of construction processes and sequences Facilitates discussion among engineers, contractor, and project staff

10 3D Design and Building Information Models (BIM)
Transition to BIM 3D Design is the current practice New focus area in USACE Civil Works Develop data dictionary Industry consistent naming convention Life cycle application takes work Needs to integrate with existing IT systems

11 Standardized Lock Wall Opportunities
Precast Concrete Float-In or Lift-In construction? Uniform base section with variable height walls Match cast with steam curing Production rates feet per week River transport to site Replaceable wearing surfaces Braddock Dam (Lower Monongahela River Project)

12 Standard Miter Gate Strategies for Maintenance-Friendly Structures:
Bolted Component Design Standardized Parts 3D Interactive Reviews Scale Models System-wide Interchangeability In-place Repair Designing with Maintenance in mind reduces maintenance costs and extends structure lifetime Vertically framed for low head application Adjustments made above water surface Same upper and lower girders Panelized skin plate system for various height gates All upstream gates could be identical (same width lock) with sill height adjustments.

13 Linkages to Asset Mananagement - Risk Exposure
The Basics (“critical non-routine maintenance”): Need to repair the most critical assets/components that… Are in the worst shape/condition that… Have the highest likelihood of failing and… Causes the highest impact on our customers Example: Part of a single project site FIX these!!! How much risk is at that Project? Can I take care of it with O&M? OR do I need a Capital investment?

14 Inspection and Assessment
Elements of Asset Management Prioritization Database of Components Condition Assessment Probability of Failure Consequence of Failure Risk Analysis Investment Strategy Priority and Action Component working, no observable deficiencies… but fatigue loading, material properties, and fabrication details indicate failure soon. Risk Informed Investment Strategy where…. Risk = Pf x Consequence Scalable Tools to narrow uncertainty Potential Risk Driver Condition Assessment Component working, no observable deficiencies F, P(t) = 1.0 D Benefits of focused standardized inspection process and assessment tools – Clarity for better decisions C B A Correlation of Field Condition Assessments to Probability of Failure

15 Implementation Path We are here! TIME 1 2 3 4 5 - 100
Priority Action 2a.1 – Delivery Quality Water Resources Solutions and Services 4Q18: Implementation plan for standardization of engineering features that would benefit from standardization. 4Q19: Achieve target 50% standardization of lock and dam design. 1Q17: Begin standardizing lock and dam designs Initiate SOG Standardization Framework & Tools to assess Life-Cycle Cost Reduction Target High Value Opportunities (Miter Gate Systems, Machinery, Controls, Repairs, etc.) System Planning and Implementation (Updated Engineering Guidance, Standardization via new Specifications, Cultural shift, Etc) Long-Term Implementation We are here! TIME (Years)

16 Summary of Ongoing Standardization Efforts
Standardize miter gate anchorage inspection, risk analysis and repair guidelines Interchangeable bolted components for miter gates on the Upper Mississippi River Locks Uniform bulkhead slots and bulkheads for the Upper Ohio River Use interchangeable bolted components on upper miter gates for the Illinois Waterway Sustainability and Standardization study for selected mechanical and electrical components Interchangeable lock bulkheads on Upper Mississippi River and Illinois Waterway

17 We look forward to continuing collaboration with our friends at Rijkswaterstaat, St. Lawerence Seaway, Panama Canal, ERDC, and others so we can all share, learn, and advance programs through innovative technology exchanges….. Questions?
