The principal has the opportunity (but no duty) to interview all qualified applicants and make a recommendation
“Based on a determination of which of the applicants is the highest qualified for the position”
Must consider factors 1-9 in making recommendation [Policy 5000]
No requirement to assign any amount of weight to any factor
