2 Executive summary of program benefits
VDOT’s new, innovative 511 service will encompass all traffic information services: Video Web and mobile application Interactive Voice Response (IVR) phone system Sponsored highway signage for the 511 program VDOT will offer a free video option for all citizens & organizations that use VDOT’s video for their own purposes VDOT’s new 511 traffic information program is expected to be cost neutral through the addition of sponsorships for the Commonwealth’s taxpayers over the life of the 5-year base contract VDOT’s improved 511 program is expected to launch before Memorial Day to serve drivers throughout the busy summer travel season 2

IVR New voice recognition engine Directional recognition to simplify menu choice Segmented information Travel times What stays the same? Users will still access the IVR by dialing 511 from any phone Web/Mobile App Redesigned site Live motion streaming video (15 frames/sec) Mobile app with live traffic information Travel times What stays the same? Users will still access: Live motion streaming video (15 frames/sec) Free, standard video distribution through a web service Will include attribution credit to VDOT as the video source Operations data will now be publicly available Video/ Operations Data What stays the same? Users will still be able to view all public VDOT traffic cameras for live traffic information 511 Highway Signs Sponsorship acknowledgements will now be added to 511 signs across the Commonwealth What stays the same? 511 signs will still cover interstates 3

4 VDOT Video Transition: Key Considerations
Availability The standard level of streaming video will be available to all media members Free via URL 15 frame per sec Information sharing agreement Coordination with TrafficLand is on-going to ensure a smooth transition and no interruption in service Flexibility Users will have multiple options for receiving video Standard Video Service Higher Quality Service 3rd Party redistributed No software application required Video display does not require a software application, video can be ingested into any webpage interface VDOT 511 attribution banner will be included at the top of all video feeds Purpose is to promote the 511 program and improve user mobility / safety Note that purpose of the logo contained in the attribution banner is to promote 511 and provide media partners a role in helping to reduce congestion and improve safety statewide.

Travel Times will be based on INRIX and Bluetooth data The service will provide travel times through: VDOT’s 511 phone service VDOT’s 511 Website Mobile Application(s) Dynamic Message Signs (DMS) Information Displays at Welcome Centers 10

11 The project team has set a ‘Day 1’ target with functionality to be available on that date that includes Day 1 target = May 18, 2012 Data Video Web / Mobile App IVR Provide secure data feeds to external partners and developers 99% uptime service level agreement (SLA) Provide relevant information from the VDOT VA Traffic and TOC data feeds Manage data services and communications to external partners Ensure compliance with all Virginia Information Technology Agency (VITA) data security standards Deliver public agency video imagery to other public agencies and the general public Deliver public agency video imagery to VDOT’s 511 website Generate and overlay graphics and titles on video feeds. Allow VDOT to instantly block any video feed to the general public Consume various forms of video including, but not limited to MPEG 4, Analog video, & H.264 Design website with same information as Core Functionality for the telephony system. Add travel time layer to interactive website Provide the ability and infrastructure to receive other partner data (e.g., video from Video Distribution partner) Provide smart phone applications to aide travelers Send alerts and/or text messages directly to a subscriber Require 24/7/365 Operations and Maintenance and 99% uptime SLA Provide directional information Provide segmented exception information including incidents, work zones, special events, planned events, and adverse weather conditions Shall be scalable (hardware and software) for future expansions/upgrades Provide travel times for certain roadways
