The concept of authorized economic operator has been established in amendments to the Customs Law from 2008 (Official Gazette of Montenegro 21/2008).
Article 6a of the Customs Law of Montenegro is mainly in line with the Article 5a of CCC.

Customs Law of Montenegro - Article 6a
The customs authority, in coordination with other authorities, and in accordance with the prescribed criteria, shall grant the status of authorized economic operator of the entity established in the customs territory of Montenegro.
Authorized economic operator may use the facilities when performing security-relevant checks, and simplified customs procedures prescribed by the customs legislation.

Customs Law of Montenegro - Article 6a
Status of authorized economic operator may be granted to an economic operator:
- which adequately complied with the customs legislation in the previous period;
- which satisfactorily keeps business and, where appropriate, transport records, enabling appropriate customs controls;
- which meets the requirements for representation in customs procedures, established in a special regulation
- that is financially stable and reliable;
- which fulfills appropriate safety and security measures.

Customs Law of Montenegro - Article 6a
The Government shall prescribe:
- conditions for granting the status of authorized economic operator,
- conditions for granting authorization to use simplified procedures,
- type and scope of facilities which may be granted in view of security relevant checks and risk management,
- conditions and procedures under which the status of authorized economic operators may be suspended.
Authorized economic operator shall notify the customs authority of the status and other changes that could affect the granted approval.

We do not have secondary legislation which isnecessary for implementation of the AEO concept in practice
In order to fully comply with the EU customs regulations in this area, it is necessary to adopt secondary legislation
The Ministry of Finance and the MCA made a draft of implementation provisions
