2 Attracting NGAP Aviation Learning Journeys Aviation Open Houses
For secondary & tertiary students More than 5,000 have experienced ALJ Interactive overview of aviation industry for students Site visits to aviation company / IHL Aviation Learning Journeys For secondary & tertiary students Held once every 2 years Recruitment and career booths by aviation companies Aviation courses exhibition by IHLs Aviation Open Houses There are 2 parts to my presentation, attracting NGAP and retaining them. CAAS has a division that is in charged of manpower development in the aviation industry. First, aviation learning journeys are organized by CAAS for secondary and tertiary students to let them learn more about the aviation industry. Second, aviation open houses are organized biannually. Booths are set up by CAA and industry players for the public to know about the aviation industry. There are also career talks and recruitment booths where both students and public can know more about jobs in the aviation industry and interested applicants can apply for them. 3 Attracting NGAP Aviation Lesson Toolkits Youth Aviation Ambassadors
Resource packs for teachers to deliver aviation-themed lessons For secondary schools and tertiary institutions Showcase real world applications of subjects For Economics, Social Studies, D&T, Science Aviation Lesson Toolkits Voluntary student enrichment programmes since November 2011 Provide YAAs an early exposure to aviation and its careers Work with CAAS on outreach and to promote aviation to their peers and the youth community Youth Aviation Ambassadors Third, CAAS developed aviation lesson toolkits which are available for down load from the corporate website. Teachers can just download them for use in their lessons. Fourth, youth aviation ambassadors are cultivated to promote the aviation industry as an attractive career of choice. As youth aviation ambassadors are always in contact with their peers, they are an effective bridge between the CAA and NGAP. Copyright © 2017Civil Aviation Authority of Singapore. 4 Attracting NGAP Air Scouts Inspiring Aviator Talks
Partnership with Singapore Scouts Association For primary and secondary schools, ITEs and polytechnics 6 air scout units – Hillgrove, North Vista, Woodlands Ring, ITE Central, Ngee Ann Poly & SST Aviation-themed learning experiences for other Scout units Prolific aviation professionals are invited to share their personal experiences with students Held twice a year; targets mainly tertiary students already in aviation Previous guest speakers included Ms Nancy Graham, former ICAO Director of the Air Navigation Bureau Inspiring Aviator Talks Fifth, air scouts are formed in schools in partnership with the Singapore scouts association. The scouts learnt things that are aviation-related. Sixth, inspiring aviation talks are organized whenever VIPs visited Singapore. These talks could be held in polytechnics, ITEs, etc. Their main purpose is to inspire students and give them a glimpse into the aviation industry. 5 Aviation Outreach Fund
Attracting NGAP Engaging Youth via Social Media Provide a platform for the youth to engage one another on their common passion in aviation. Over 39,000 following We Are Aviators FB page (as of April 2017). Aviation Outreach Fund Supports schools, companies, industry or student groups in organising aviation-related activities. Funding support of up to $40,000 available per initiative. Examples include competitions, enrichment, curriculum development, aviation clubs. Next, we engage NGAP via social media such as the Facebook page. It provides a low cost avenue for the CAA to engage youth and for them to exchange ideas and views. There are currently more than 39,000 followers. Lastly, the is an aviation outreach fund that is used to support schools, companies, industry or students in organizing aviation-related activities. 6 Retaining NGAP Learning Technologies Training Methodologies
Use of iPads to conduct trainings Simulators that reflect actual operational requirements Blended learning to engage trainees Learning Technologies Training Methodologies Trainers equipped with facilitation skills Courseware developers equipped with skills to incorporate interactive training methods Once the NGAP are attracted into the aviation industry, there are also strategies to retain them. First, learning technologies is tapped on to engage NGAP when they are undergoing training. For example is SAA, we have been using iPads to conduct training for PATC, basic fire fighter course and other courses, where the trainees are generally younger. We have also upgraded our simulators so that they reflect actual operational requirements. We have also adopted blended learning where more and more of our courses have been converted into interactive e-learning lessons while maintain essential classroom sessions for higher-order thinking skills. Second, We have changed the way we conduct our training. Trainers are equipped with facilitation skills and courseware developers are equipped with skills to incorporate interactive training methods while developing courseware. 7 Retaining NGAP Integrated Grading System for Career Progression
Removal of appointment ceiling Merging of Div 1, 2 and 3 schemes Promotion based on performance Job Rotations Job rotations within organisation Job openings open to staff before being published publicly Secondment to other agencies Third, the CAA has just adopted an integrated system for career progression. There used to be segregation of officers with different qualifications into different divisions. However, they are all merged into a common scheme and there is no longer any ceiling for appointment for officers from different divisions. Promotion is also now based on performance and not qualification. Fourth, There are provisions for job rotations within the organization. Job openings are also open to internal staff before being published publicly. Officers are also allowed to be seconded to other organisations and agencies. 8 Retaining NGAP Skills upgrading Salary Benchmarking
Earn-and-Learn programme Skills Future credit Up skilling through automation Salary Benchmarking Periodic salary review Benchmarking to both public and private sectors Singapore has implemented a nation wide earn and learn programme, where tertiary students can be posted to companies while they are studying and earn a monthly income. Similarly, once the students have graduated and are working in the companies, they can further their studies why still working for their companies. Another initiative is the skills future credit scheme, where every Singapore is given $500 to enroll in courses which they feel will benefit their professional development. More and more companies are also up skilling their employees through embracing automation to minimize the amount of manual work needed. Lastly, for the CAA, there are periodic salary reviews to ensure that salary is benchmarked to both the public and private sectors. Copyright © 2017Civil Aviation Authority of Singapore.
