Current issues in community in Japan
Ageing society : one forth is over 65 years (2016,26.1%) Fading local community : 896 cities, towns and villages out of about 1,700 are said to be disappeared in (the book by former Minister of Internal Affairs and Communications, 2014) Poverty : 1 out of 6 children in poverty (2014, 16.3 %)

Solution to challenge these issues
Challenge to population concentration in Tokyo Activation of local communities Recent Government measure : Comprehensive care in community Chiiki Sousei (Activation and innovation of local community) Concept : “Cities, people, creation of jobs” Disability issue Japan Ratified CRPD in 2014 The new law fo the resolution of discremination for persons with disabilities from April 2016. But there are more and more cases are serious and complex. Existing welfare services have difficulties to cope with those situation.

Challenge to support persons with disabilities in community – CBID practices in Japan
10 cases of CBID were collected for publication of practices in Japan. All ten practitioners have tried to solve community issues through conducting innovative challenge. The publication was disseminated to participants of the 3rd Asia Pacific CBR Congress held from September 1 to 3, 2015 in Tokyo. They presented paper at the Congress The selected case to the Good Practices in Asia and the Pacific is the activity of Kusanone (Grassroots) Mutual Support Project, Nagoya city which has supported socially isolated people by outreach and networking of different stakeholders.

What was found from ten cases of CBID in Japan ?
CBID is a useful approach/concept in Japan as existing welfare services have become difficult to cope with complex issues in the community. Twin track approaches are seen in most cases. Key persons of most cases are aware of necessity of going out to connect persons with disabilities to the community. 3. It was found useful to use the same framework comparison.

CBID Training Program for sustainability
Community ownership should be strengthened for achieving sustainability in commu- nity in Japan. Human resource development is one of the important factors for achieving inclusive society. We are developing CBID training program in 2016 with the support of Nippon Foundation. The idea is to support and facilitate community ownership by conducting the training including situation analysis, problem analysis, identifying key persons, conducting workshop as a pilot program in three places which are difference population, concept and approach. The workshop “Potluck of what we can do workshop” is originated by Kusanone (Grassroots) Mutual Support Project. It was introduced in UN ENABLE Newsletter, Tools to be used for the training : viewpoints to see inclusion, CBR Matrix 1. NPO in small town in Toyama Prefecture 2. Matsumoto University in Matsumoto city 3. NGO in Nagoya city a NPO in Nagoya

Program Contents Fill in the Viewpoints – problem analysis, identifying key persons, identifying resources 2. Workshop of “Potluck of What we can do” Preparation is important. 3. CBR Matrix to see changes happened As a result networking of people/organizations will be functioned.

Next step In 2017, based on the outcome of this year the textbook for trainers of CBID training will be completed. We would like to expand sites which will have a essence of CBID in Japan for contributing to difficulties of both persons with disabilities and community.

Expected outcome of the CBID training program being developed now
CBID can be used in the community in Japan as part of approaches. It will be useful in international cooperation activities in ODA and NGO. CBID could be included in international training programs being carried out by JICA and NGO. It could contribute to the implementation of the concept of SDGs in Japan.
