1 Nolanville Main Street Sidewalk & Bicycle Connectivity
Opening Statement: This will be the most important action I submit on behalf of the City of Nolanville. This picture represents the City’s Problem Statement; there is heavy truck traffic on or one and only connection between the 2 sides of the City, there is a absence of sidewalks through our main street with uneven pavement. Access to public transportation is staged on the access road and there is not any lighting or crossing.

2 Problem Statement & Agenda
The City of Nolanville lacks safe Bike and Pedestrian use of Main Street & Public Transportation Systems. This intersection is the most traveled and most dangerous roadway in the City. It is also the only connection between the North and South Sides of the City. The infrastructure is unattractive, discouraging economic vitality. 3 Nolanville Population Approximately 5,000 Centrally Located in the MPO
I would like to orientate you to Nolanville’s position in the MPO and the Project Area. We are centrally located in the MPO, the North and South Sides of the City are divided by HWY 190. The project area dotted in purple and runs along FM Spur 439.

4 Public Transportation is only available on the HWY 190 Access Road.
Project Area West HOP Stop East HOP Stop Public Transportation is only available on the HWY 190 Access Road. Main Street FM 439 Spur The community is forced to cross and traverse along the access road to reach the commercial services and bus stops on the South Side along uneven pavement. Once they get to the bus stops they must wait the mud. Post Office Pantry Absence of sidewalks and Storm Water Management throughout Main Street.

Safety Low Sidewalk Inventory compared to MPO Average: 2.2% Connections & Safety Must Cross Rail Road with Traffic Absence of Street Lights on Main Unsafe Access to HOP Stations Lack of Pedestrian Crosswalks Speed on Access Road Heavy Truck Traffic on the Spur Uneven Pavement First and foremost is the lack of Safety. Nolanville has one of the lowest sidewalk inventories in the MPO, we are starting from near zero. We are in our infancy of confronting the need for safe streets.

Belton HOP Station HWY 190 City Divide Harker Heights & Belton Healthcare & Commercial Services Harker Heights Nolanville’s central location on the MPO makes this project ideal for facilitating connections both East and West. We current lack any Healthcare services and limited commercial making the HOP and bike/pedestrian connections highly beneficial.

The addition of a Park & Ride would further encourage these activities and potentially provide economic activity as a result. ENCOURAGES MULTI-MODEL TRANSPORTATION

9 Economic Tipping Point
Nolanville lacks many basic services due to the WALKABILITY of Main Street. Which leads to the Economic Benefits that will be realized by the City. Nolanville Comprehensive Plan Texas A&M – Texas Target City Connection between North & South Main Street is central theme Recommends prioritizing WALABILITY Action Item: Install sidewalks in Main Street District to promote economic development. Action Item: Reconstruct the Main Street District as Complete Streets, considering pedestrians and bicyclists, adding elements such as benches, trash receptacles, lighting and planters. Economic Opportunity will increase by improving SAFETY, AESTEHTICS & ENVIRONMENTAL conditions.

10 Environmental, Safety & Aesthetics
Accomplished with Complete Streets Concepts The project was designed with complete street concepts and prioritizing the walkability. This is especially important given the present activities on Main Street to include Nolanville Pantry and Post Office. Curb and gutters will enhance our ability to manage storm water runoff and increased aesthetics will encourage entrepreneurs to look at Nolanville as a start up location. ADA Accessibility is a Priority

12 Benefits Consistent with Regional Goals Accessibility & Mobility
Travel Options Economic Vitality Equity Transportation Health Air Quality In Closing: Accessibility- Connectivity, accessibility, mobility and multi Mobil travel. Travel Options- Park and Ride, HOP Access – HOP provides a regional access to services in the MPO to Health and Retail. Economic- Main Street will be more accessible and welcoming to encourage retail growth. Big Box potential is limited by geography therefore our ability to market main street is vital to the local economy. Equity- All residents and MPO benefits. There are not any adverse impacts that are disproportionate, everyone uses this street. Transportation- This project is part of the City and MPO short and long terms plans to integrate multiple modes of travel. Planning for the project was a derived of Texas Target Cities (TAMU) year long involvement. Health- Encourages walking and bicycle- improved Air Quality by reducing traffic improves access to health services. No organic medical facilities within the limits, the regional connection is imperative.
