No State can draw unreasonable distinctions between its own residents and residents of other States
Must allow travel, become a citizen, use of courts, make contracts, property use

3. REASONABLE Distinctions include:
Residency for voting & holding public office
Being licensed to practice law, medicine, dentistry, teach, insurance, and so on.

4. State colleges and universities can set higher tuition rates for out-of-staters

5. Another example……States require nonresidents to pay higher fees for fishing or hunting licenses!

6. # 2 Extradition
Legal process by which a fugitive from justice in one State can be returned to that State.
Can a Governor refuse extradition? Yes, but RARE today

7. # 3 Interstate Compacts
States may, with the consent of Congress, enter into agreements among themselves and with foreign states.

8. Recognize judicial proceedings of others states.
#4 Full Faith and Credit
Recognize judicial proceedings of others states.
Legal Documents, Rulings, MARRIAGE, etc…..

9. 2 Exceptions
Exception: Civil, not criminal. States cannot enforce each others’ laws
Exception: Divorce; was the divorcee a resident of the state that granted it? (Williams v. North Carolina, 1942)
