PROGRESS SINCE OUR LAST BRIEFING OF PC
This is our third appearance before the PC since our appointment in July 2011 The BPRC has produced a report for the period July 2011-June 2012 After this period the BPRC prepared for Phase 2 The Minister has since signed off on the Phase 2 projects The BPRC found the work challenging and complex The Committees approach was to work closely with the department and consult widely across the water sector A lot of progress

Intervention title Intervention & results Value Add National Water Resource Strategy Intervention by Committee resulted in the completion of the NWRS. The committee ensured strong developmental focus in strategy The intervention resulted in the publication of the NWRS. Thus providing a framework for the alignment of policy in the water sector. DWA Strategic Plan &APP Committee made inputs into APP for 202/13 Interacted with BPME thus streamlining the planning process and improved strategic planning. BPME – Business Performance Monitoring & evaluation within DWA

Intervention title Results Value Add AG Audit remedial action DWA & BPRC designed remedial plan for main account and WTE; Main account qualifications reduced from and overall 30% improvement attained for 2011/2012 Water infrastructure off-budget financing Investigated off- budget financing at KOBWA and TCTA. Highlighted with regard to KOBWA the state bearing debt burden and prolonged exposure Recommended restructuring of KOBWA’s debt.

Intervention title Intervention &Results Value Add SMS Placement assisted in the short-listing and interviews for 61 SMS posts, of which 36 were filled, 4 are on hold, and the rest are still in the interviewing process. Filling posts more efficiently will also reduce the risk of unspent personnel budget being cut by Treasury. ICT Facilitated phased exit agreement with T-System. Helped to develop a plan delineating stages towards new ICT contract Monitoring the process to completion.

Helped to develop a plan delineating stages towards new ICT contract Investigated the ICT procurement system highlighting problems; Developed ICT governance protocol and will become ICT governance framework; ICT directorate now capacitated. Monitoring the process to completion. Implementation of ICT governance protocol will ensure compatibility of ICT systems and prevent duplication of systems making it more efficient and cost effective.

Intervention title Intervention &Results Value Add Understanding current communication Undertook 1.Reputation Management Survey to assess the image of DWA among stakeholders. 2. Empirical Investigation into DWA Internal and External Communication Efficacy in order to understand involvement of the public, especially the indigent in the formulation of water policy The research benefit will manifest in improved image of DWA and better public participation and understanding of the work of DWA and how it works.
