Desenvolvimento Local de Base Comunitária (DLBC) aims in particular at promoting, in specific territories , strategic and operational consultation between partners, focused on entrepreneurship and creating jobs. Funded though several programmes of the Partnership Agreement, through the funds EAFRD, EMFF, ERDF & ESF, it is characterised by the inclusion of the following elements: Local Development Strategies Local partnerships Bottom-up approach Multi-sectoral design and implementation Implementation of innovative approaches Implementation of cooperation projects Networking of local partnerships

3 types of CLLD = 3 types of LAGs Type Objective RURAL (LEADER) COASTAL URBAN Support of strategies which deepen sustainable economic diversification in rural areas and fishing/ coastal areas through entrepreneurship , promoting employment, rural-urban integration and social innovation, in response to problems of poverty and social exclusion Promoting social inclusion by addressing the problems of poverty, social exclusion and early school leavers , with an emphasis on innovative actions and entrepreneurship in disadvantaged urban areas

Scope of intervention of ERFD/ESF in the RURAL CLLD Local development strategies
Support for the development of business incubators and support for self-employment , micro-enterprises and business creation Conservation, protection, promotion and development of natural and cultural heritage ERDF Creation of self-employment, entrepreneurship and business creation, including micro, small and medium-sized innovative companies Active inclusion , including the promotion of equal opportunities, active participation and the improvement of employability ESF

Remarks on “PORTUGAL 2020” – RURAL CLLD
from the perspective of Minha Terra Multi-funded CLLD needed strong coordination between the different ESI Funds managing authorities, which didn’t happen and which hampers the potential of this instrument EAFRD (LEADER) very focused on agriculture excludes areas traditionally supported through LEADER (civil society, cultural and social basic services, non-agricultural micro-enterprises) low budget (5% of the RDP) ERDF and ESF don’t complement the ”funding gaps” left by the EAFRD very formatted by the regional OPs (with significant differences on the level of the NUT2 region) low budget (approx. 1% EAFRD and ESF for CLLD in total) investments limited to max. of €/project)
