3 Progress of States DHS August 2012 Compliance Progress Report 26 states reported to “meet or commit to meet” 18 benchmarks established by DHS to monitor progress. 21 said that would happen by the January 15, 2013 deadline.

This update on state progress towards meeting the minimum security standards should merit continued acceptance by DHS and the Transportation Security Administration (TSA) in the continued use of [State’s] driver’s licenses and identification cards as stand-alone proof of identification for boarding aircraft and gaining access to federal buildings.

11 Deferred Action for Childhood Arrivals (“DACA”)
June 15, 2012, President Obama signed a memo calling for deferred action for certain undocumented young people who came to the U.S. as children and have pursued education or military service here.  Applications under the program began on August 15, 2012. Deferred action is listed in the Real ID Act as a basis of eligibility for a license that is recognized for certain federal purposes. A few states have announced through executive order or proclamation that DACA will not satisfy driver’s license or public benefits requirements.
